We pointed out that often it?s the terms, conditions and documentation around equipment financing in Canada that makes or breaks a successful vs. non successful lease transaction.
Those issues were master leases, warranties, ensuring you understand the different between capital leases and operating leases, asset registration issues, taxes, and return requirements. So that's it right?
But wait, as the fellow on TV says, ' there's more! Let?s examine some other key issues you probably need to consider to ensure that confidence that comes with knowing you have entered into a win/ win transaction with a lessor of assets.
One of those is maintenance, meaning that you need to ensure you understand your written obligations on maintaining the asset in good working order. This becomes even more important when you in fact have the intention or obligation of returning the asset in question.
Insurance becomes our 2nd issues to ensure you consider. You will often be required to produce a certificate of insurance which names your lessor partner as beneficiary in case of loss, theft, damage, etc. That?s just common sense of course, given they are financing the asset.
Thirdly, in certain cases you might want to ensure your lease specifies you have the right to assign the transaction to a third or related party. Naturally you want to ensure this right, if required, is not ?unreasonably withheld ' as the lawyers say.
You may also wish to address the area of location to ensure you have the right to move the leased asset to another location, perhaps a branch plant or other office, etc.
Finally, in the case of say technology assets, i.e. computers, telecom assets, etc, make sure you clearly understand what can be added to or removed from the asset. In our tech example a good example might be software or additional disk drives, etc.

As a reporter working in Afghanistan, I?ve listened to the US military say this for years now. Despite Afghans being given much more authority recently, I?ve still often wondered just how much control Afghans have over their own country. While reporting in Kandahar recently, I received a reminder that ?Afghan-led? is often more mantra than an actual practice.
For several years now, I?ve known the district governor of Kandahar?s Arghandab district. I first met him about two years ago, shortly after he took over when his predecessor was assassinated and security seemed to be at an all time low. Since then, whenever I travel to Kandahar I try to pay him a visit.
His office is situated on a compound that is divided between the Afghan district center and a US military base. To enter the district government office, you must first pass through a US checkpoint. After that, another checkpoint divides the US side from the Afghan side.
As I?ve known the district governor for some time, I called him directly to arrange the meeting. Given that he?s an independent politician who is supposed to take his directives from the Afghan government, not the Americans, I didn?t think to bother scheduling an appointment via the Americans he shares a base with. In all my visits this had never been a requirement.?
When I arrived at the main gate of the base, the American soldiers there told me that I?d need to check with their commander at the inner checkpoint before they could allow me to bring in my audio recorder. In a country where reporters often aren?t allowed to bring their own pens to press conferences, this didn?t strike me as unreasonable.
At the next checkpoint, however, I was ushered on to the US side of the base where a senior ranking sergeant asked why I needed the recorder. I explained that I was a journalist who?d come to interview the district governor in a meeting independent of anything to do with the US military. He then informed me that he?d have to verify with his unit?s top commanders before he could allow me to meet with the district governor.
Then began an almost 90 minute waiting period where I was asked to sit just inside the checkpoint.
At one point, the sergeant told me his commanders had denied me my meeting because I hadn?t arranged my meeting through them. When I asked why they were even involved with an independent meeting scheduled directly with the district governor, they told me that if I didn?t want them involved I shouldn?t have come to their side of the base. They ignored my protests when I said the guards forced me to come to their side of the base to get permission to bring my audio recorder to the district governor?s office.
At no point did anyone walk the short distance to the district governor?s office to ask if he was in fact expecting me, nor could I call him because the guards had taken my cellphone and my interpreter was already waiting in the district governor?s office.
After about 90 minutes, and without any real explanation as to the delay, I was eventually allowed to have my meeting with the governor.
Just why they held me for more than an hour and seemed to deny my meeting with the district governor remains unclear. The only reason I was offered is that I hadn?t scheduled the meeting through the US military.
While my experience was an isolated incident, with such a focus on making the NATO effort here "Afghan led," it's hard to imagine behavior from the US military that could undercut this idea more than what I experienced trying to meet with the district governor. What message are they sending to both Afghan politicians and a reporter when American soldiers control a local politician's schedule? Whatever they're trying to communicate, it certainly does not convey their confidence in an Afghan-led Afghanistan.

It?s normal to have fluctuations in your productivity. Some days you?ll rip through that to-do list like a hot knife through butter and some days even the turtles are moving faster than you. What?s not normal is to consistently delay in completing tasks necessary to building a successful internet business; otherwise known as the tendency to procrastinate. This destructive habit can cost you money, time and lost opportunities.
Here are three reasons why you procrastinate and three ways you can overcome it so you can move forward in your internet business.
Reason #1 ? The Project is Overwhelming
Sometimes the sheer magnitude of what you need to accomplish is intimidating. If you are like most internet business owners, you do it all. You contact the customers, do the marketing and develop the products. There is so much to do that you honestly don?t know where to start and you procrastinate on making a decision by firing up a game of Solitaire.
Solution #1 ? Eat an Elephant
When I find myself in this situation, I always ask one question. How do you eat an elephant? The answer: one bite at a time. Too often we look at the elephant, in this case our internet business, and think that we have to eat it all in one big bite which causes us to procrastinate. The truth is, all successful internet businesses were built by entrepreneurs who took consistent action every day.
So list all of your goals. Then break those goals up into bite sized, easily digestible pieces. For example, if you want to write an ebook to help promote your internet business, avoid the urge to procrastinate by dividing the project into daily steps. One day you?ll work on the summary of the book, the next day you?ll devote to developing the outline and so on until the ebook is complete. You?ll find it?s easier to do small tasks every day than it is to complete a big project all at once.
Reason #2 ? Just Plain Unmotivated
Some days it takes all of your willpower just to roll out of bed. Actually sitting at the computer and getting any work done is asking way too much.? So you jump on Twitter under the guise of marketing your internet business but we both know you?re doing it to procrastinate.
Solution #2 ? Warm Yourself Up
There are a couple of ways to handle this type of procrastination. The first way is to ease into working. Take out your to do list, pick a task that will take fifteen minutes to complete and start working on it. When you?re done, take a break, come back and work another fifteen minutes. Like a car with a faulty ignition system, sometimes getting started is the challenge.
If your mood is still stuck on ?procrastinate?, start ingesting some motivational material. Go to YouTube and watch a few Zig Ziglar videos or go to the iTunes store and download some inspirational audio. Read a motivational book for an hour.
Listening to a motivational speaker puts us in a positive frame of mind and inspires us to take action on our goals. I find that a few minutes of listening to someone say, ?You can do it!?, is all I need to overcome the urge to procrastinate and work on my internet business.
Reason #3 ? Hidden Fears
I have a confession to make. I am a coward; well, I used to be anyway. For as long as I could remember, I have wanted to own a home based business. I got involved with, first, Mary Kay and then Avon but once the initial excitement wore off so did my interest in building those businesses. At least that?s what I told myself. I have started many other home based businesses since then with the same result.
I became extremely frustrated and disheartened at my failures. It wasn?t until the universe threw me into the deep end of the pool yelling, ?Sink or swim!? that I realized what was holding me back all those years. I didn?t believe I could be successful. This belief caused me to constantly procrastinate on doing things to develop my business which caused me to fail in each attempt I made thereby completing the vicious cycle by reinforcing the belief that I just couldn?t do it.
Sometimes, it?s our hidden fears that cause us to procrastinate in building our businesses. Until we deal with those fears we will always end up sabotaging our efforts.
Solution #3 ? Get it Out
All of our beliefs about ourselves, other people and life in general live in our subconscious mind and these beliefs dictate how we behave. When handed the full responsibility for my survival, I forced myself to confront the source of my tendency to procrastinate. I find that journaling is a good way to get my subconscious mind to reveal what it is hiding. So I opened my journal and talked to myself about everything that was on my ?mind? until this belief revealed itself as the root of many of my problems.
If you suspect that a fear is holding you back then I encourage you to journal to find out what it is. If writing in a book doesn?t appeal to you, then talk to a trusted partner who can help you get a glimpse of what?s going on in your head. Once the limited belief has been exposed, you can then take steps to overcome it and the resulting tendency to procrastinate.
So this blog post ended up being longer than I anticipated but it is important to me that you have the tools you need to overcome the compulsion to procrastinate. Knuckling down and taking consistent action towards your goals is the only way you are going to achieve the personal and financial freedom you deserve. Until next time, peace and prosperity.

On Sunday morning, July 21, I faced a room of people from families with Leber congenital amaurosis (LCA), an inherited blindness caused by mutations in any of at least 18 genes. It was the final session of the Foundation for Retinal Research?s bi-annual LCA family conference, and I was there to discuss the history of gene therapy. But I zapped through that quickly, because the future is much more intriguing.

The excitement pervading the room that day was palpable, following a day of scientific updates, and not only because those with young children were soon to visit Sesame World and the sights of Philadelphia.
Jennifer and Troy Stevens exemplified that hope. Two years earlier, at this conference, they?d learned that researchers had been unable to identify a mutation behind their toddler Gavin?s blindness. Now they know the name of their gene: NMNAT1. I?ll return to their story.
The star of the 2010 conference had been 10-year-old Corey Haas and an energetic young sheepdog, both cured of LCA with gene therapy. This weekend, the stars were the new programs and technologies that would allow other families to join Corey?s ? and not just those with blindness.
The rare disease community in the US collectively belies its name: at least 30 million people suffer from 7,000+ diseases, many so rare that they hover beneath the radar of big pharma. But maybe not for long, thanks to the following recent reasons to cheer:
#1: GENE THERAPY PENDING APPROVAL
On July 20, the European Medicines Agency (EMA) announced impending first approval of a gene therapy in the western world.
It?s for lipoprotein lipase deficiency (LPLD). The enzyme normally breaks down tiny triglyceride-packed globules called chylomicrons, and its absence causes episodes of very painful pancreatitis that can be fatal. LPLD is an ultra-rare disease, striking 1-2 people per million. And the only treatment is a diet so low in fat that most patients can?t stick to it.
The gene therapy, Glybera, consists of adeno-associated virus type 1 delivering an overactive variant of the LPL gene, injected into a leg muscle during a single day. But not many people have had it.
James Wilson, MD, PhD, developed the vector, AAV1, used in the lipoprotein lipase deficiency gene therapy. (University of Pennsylvania).
The research team, led by Daniel Gaudet, MD, PhD, a professor of medicine at the University of Montreal, with colleagues from Amsterdam Molecular Therapeutics (recently replaced by privately-held UniQure), reported a two-year follow-up of 14 adult patients receiving 100 billion to 1 trillion viruses. And it seems to have worked, depending upon how one assesses success.
?The triglycerides dropped, but after 60 days they trended back up. The primary endpoint had failed, but the secondary endpoint was recurring episodes of pancreatitis ? and they found a statistically significant, or close to it, decrease,? explained James Wilson, MD, PhD, editor-in-chief of Human Gene Therapy and professor of pathology and laboratory medicine at the University of Pennsylvania, who developed the vector. Tracking a few more patients, work not yet published, may have led the EMA?s Committee for Medicinal Products for Human Use to finally recommend approval, after three rejections.
Tomas Salmonson, MD, acting chair of the committee, points to the new data as well as restricting use to the sickest patients in pushing the gene therapy forward. ?Our established ways of assessing the benefits and risks of Glybera were challenged by the extreme rarity of the condition and also by uncertainties associated with data provided.?
For the additional study, the researchers looked at what was happening in the chylomicrons in the blood, and found that triglyceride level can fluctuate, contrary to assumptions of steady change. And that means something is happening that might explain the decrease in the painful episodes ? a very real measurement. Summed up Jean Bennett, MD, PhD, leader of one of the LCA2 clinical trials at Penn, ?It?s a huge vote of confidence for the entire field of gene transfer.?
Dr. Wilson agrees. The repercussions won?t be at the FDA, where scientists make decisions based on data, he said, but on the willingness of big pharma to invest in gene therapy. Despite recent successes ? LCA2, hemophilia, adrenoleukodystrophy ? the pharmaceutical industry has been hesitant to fund gene therapy because it has lacked an approval. ?So-called regulatory uncertainty has been the biggest problem, and if there?s no precedent, they can continue to say no. Biopharma is not interested in the ultra orphans. But I have a feeling we?ll be seeing some activity,? he added.
#2: FINDING HOMES FOR STALLED DRUGS
By August 14, researchers can submit pre-applications to the National Center for Advancing Translational Sciences (NCATS) Discovering New Therapeutic Uses for Existing Molecules program. The idea is simple yet brilliant: match compounds that are languishing on company shelves to diseases with newly-discovered mechanisms. Such candidate drugs have passed initial safety tests but were dropped for business reasons, such as a tiny market, or because they didn?t treat what they were intended to.

Since the announcement in June, eight industry leaders have signed on, offering an initial 58 compounds to find new therapeutic homes. And the need is compelling: of the 4,500+ diseases with recently-revealed mechanisms, only about 250 have treatments. ?If researchers funded through this effort can demonstrate new uses for the compounds, they could significantly reduce the amount of time it takes to get a treatment to patients in need,? said Kathy L. Hudson, PhD, NCATS acting deputy director.
Everyone wins.
#3: SPEEDING FDA APPROVAL
On July 9, President Obama signed into law the FDA Safety and Innovation Act, which updates the 1983 Orphan Drug Act. The new law provides $6 billion over the next 5 years to assist the agency in evaluating new drugs and medical devices. The Act will speed access to new treatments and development of especially promising ones, and the Humanitarian Use Devices program will target those that treat rare diseases, giving priority to diseases of children. ?Treatments are desperately needed because most are serious, many are life-threatening, and about two-thirds of the patients are children,? said Peter L. Saltonstall, president and CEO of the National Organization for Rare Disorders (NORD), which was critical in developing both acts.
The Act may be a lifesaver for people such as 8-year-old Hannah Sames, one of 54 people in the world known to have giant axonal neuropathy. The gene therapy trial that she will take part in is nearing phase 1, but the sponsoring not-for-profit, Hannah?s Hope Fund, is about to run out of money.
#4: EASING INSURANCE ACCESS
When the Supreme Court upheld the Affordable Care Act on June 28, I scrolled through the relieved statements from various rare disease organizations. Thanks to the ACA, children like Hannah Sames and Gavin Stevens will not be penalized for their pre-existing conditions, nor face annual or lifetime insurance caps.
#5: IDENTIFYING DISEASE GENES
Exome sequencing can identify mutations when single-gene tests don?t. The strategy sequences the protein-encoding part of the human genome in individuals, usually young children, whose syndrome has evaded recognition, searching for mutations passed silently from parents, with functions that could explain the symptoms. Once that?s known, researchers can develop new treatments, or repurpose existing ones.
New exome-derived discoveries are being reported nearly weekly, some appearing in the media before the technical papers are published. A recent news release about a 4-year-old named Maya with a neurological disease, for example, made its way into many news reports and blogs, with a touching story and accolades. Yet none named the gene or its precise function ? the part I?m most interested in.
In contrast to the incomplete Maya story, when John Chiang, PhD, director of the Molecular Diagnostics Laboratory at the Casey Eye Institute in Portland, Oregon told me he?d discovered Gavin Stevens? mutation among nearly 2,500 gene variants in the blind boy?s exome, he asked that I not report it. That was 8 months ago ? the mutation is unveiled in a quartet of papers in the current Nature Genetics, after something of a turf war among four research groups.
Gavin?s parents had heard about Dr. Chiang at the Foundation for Retinal Research meeting two years ago, where Jennifer had called him, distraught, after learning that single-gene tests couldn?t explain their son?s blindness. Dr. Chiang, who described his skill as ?I do the dirty work, I find the mutations,? had helped several families after existing tests had fruitlessly, but expensively, probed the most common parts of only the most common genes. Dr. Chiang had first developed larger gene testing panels, and when those still didn?t identify some families? mutations, quietly sent their DNA off to the Beijing Genome Institute for whole exome sequencing.
Now that exome sequencing is commercially available in the U.S., Dr. Chiang cautions that it still doesn?t help all families, and that costs can greatly exceed the oft-mentioned $1,000 pricetag when considering analysis. ?I would only recommend it as the last resort when all known genes are ruled out,? he advised.

On Saturday at the retinal research conference last weekend, I watched Jennifer and Troy beam as Eric Pierce, MD, PhD, director of the Ocular Genomics Institute in Boston and co-author of one of the Nature Genetics papers, talked about their mutation. Discovery of the gene, which affects cellular energy (NAD synthesis), is a starting point for gene therapy, and this particular candidate is a great target. ?The gene is small, and encodes an enzyme,? said Dr. Pierce.
The next day, as my talk about the history of gene therapy wound down, I took stock of my audience. Two young women with canes sat in the front row. A few rows back sat Karen Poulakos, also with a cane, whom I?d chatted with earlier.
Karen has Corey?s disease, LCA2, but, at age 63, had been deemed too old for the gene therapy clinical trial two years ago. But things had changed, she?d learned at the meeting, and she just might be eligible for the phase 3 trial coming up. Karen has lived a full life in her world of shadows, barely remembering when she could see better, and she?s now contemplating what it might be like to see again.
As I collected my things, I marveled at the hope radiating from the faces in the room, sighted as well as not. And I thought that this is science at its very best. This is what it is all about, the molecules, the mice, the deciphering of nature?s mechanisms: helping people.

Do you remember that stress dream you had where you get an email from a prominent retailer asking you to deliver a very large PO in just a few weeks? You know that dream can quite easily become a reality. And as they say, ?When the going tough, the tough get help!? Actually they don?t say that but the modified motto fits quite well with the topic at hand. Being a small business owner often means having to take care of many things at once, but it doesn?t mean you have to do it all yourself, especially in stressful situations such as this. ?Having the ability to know when and how to ask for help is an important skill in order for your business to grow.
These past few months, I had to prepare for several events and fill a large order in very close proximity to each other. Apart from it all being new to me, I had to keep up with my regular tasks of keeping afloat and connected. I had been doing fine until this point, but I came to realize that in order to step it up I needed a boost. ?I made a mental list of who was good at what and started delegating. Now that everything is said and done, I don?t think I could?ve done it as well without them.
If you?ve been in need of a helping hand, here are some tips as to how you should go about it.
Who and How? You already know what you need. Now its about the who you need. I suggest making a list of available help that you can trust. Figure out what each person can do best for you and delegate. ?Keep in mind to really take the time to figure out what skill sets each person has to offer. And if it doesn?t work out, don?t be afraid to say so. Its what?s best for you and for them.
A good business person is also a good leader and communicator. ??Asking for help teaches you how to vocalize what you need and put into perspective how you can get there.? In your head, there is a constant stream of goals and tasks to accomplish, delegating and devising tasks teaches you to communicate to others and also helps alleviate some of that mental pressure on yourself.
The more you give, the more you receive and vice versa. It?s a flow of energy.? Being open to receive help enables you to give more in return. ?In one way, delegating some of the tasks you consider mundane or tricky allows you to focus more on tasks that you are better suited for. That?s where figuring out what skill sets others and yourself have is most helpful. In another way, by receiving the help from others, you are able to be more creative and open to return the good energy in kind.
The best kind of help is always from people you trust such as friends and family, but help doesn?t always have to come from personal sources. There is a ton of sites such as Elance, Task Rabbit, and even Craigslist to get you what you need. ?Whether it?s personal or professional, be sure to thank the person that?s helped you and offer your help in return.

Watauga County, North Carolina has a strong and active local Democratic Party. We think out of the box, run strong local candidates, and never stop trying to move our county "forward," even when we get trounced as we did in 2010. After a good cry, we just pick ourselves up off the floor, dust off the damage, and head for the next open door. That's how we were able to defeat Amendment One in this year's primary election.
We are involved in numerous community outreach projects (local homeless shelter, Habitat for Humanity, Meals on Wheels, etc), but yesterday we held our first "Cash Mob."
Bigger cities have been organizing Cash Mobs for about a year now.
The general idea is to encourage people to go into small, local businesses and spend their money, en masse, to give the business owner a little bit of economic stimulus.... ...the first gathering called a ?Cash Mob? appears to have been held in Buffalo, NY, on August 5, 2011, and was organized by blogger, Christopher Smith.
Cash Mobs are not generally defined as "political events," in the traditional sense of the word, and we don't know if other political parties are engaging in this excellent idea, but we decided to give one a go.
Which political party, if any, is really supportive of small, local businesses?
Democrats know that small businesses are the engines that drive our economy. From family-owned restaurants to high-tech startups, entrepreneurs and small-business owners are crucial elements of our communities and our economy. They ?represent the essence of the American spirit.?
The GOP "has done a nice job of coming up with a talking point that appeals to the Republican base, that presents the president as contemptuous of the private sector and dismissive of small business," said Stuart Rothenberg, editor and publisher of The Rothenberg Political Report, a nonpartisan political newsletter.
Republicans: "We're for small business!"
Democrats: "No. WE'RE for small business!"
The American Public: "You both suck."
Lots of talk, lots of spin, and still hard times for local business. The Watauga County Democratic Party decided to prove who really stands for small, local business once and for all in the name of all politics is local.
The Democrats' first stop yesterday was"Village Hardware" in Blowing Rock, NC. The business is owned and operated by a local family that has found its store now off the beaten path. Oh, and did I mention? When we called ahead of time to let them know we were coming (a very good idea BTW), they quietly admitted they were "registered" Republicans. All the better! After all, what has the local Republican Party ever done for them!

The congressional campaign of Connecticut House Speaker Christopher G. Donovan was hit Friday with a new attack ad and more bad news following the indictment of his former campaign manager. A prominent national political handicapper has reassessed the district race as more competitive for Republicans.
The Rothenberg Political Report dropped its rating for the 5th Congressional District race from "Leans Democrat" to "Toss-Up/Tilts Democrat," meaning that Donovan's troubles make the district more likely than before to be won by the Republican party.
Donovan, from Meriden, is currently the front-runner for the Democratic nomination.
The downgraded status of the Democrat's campaign comes in the wake of additional arrests Thursday in the finance scandal that has rocked Donovan's campaign. The arrest of seven more people, including Joshua Nassi, his former manager, was front-page news throughout the district.
But even before the new arrests, Donovan's two rivals for the nomination, former state Rep. Elizabeth Esty and Dan Roberti, were working to publicize the scandal -- Esty with a mailing that went out earlier this week, and Roberti with a just-completed attack ad.
"We do feel the voters have a right to know about the ongoing investigation into the speaker's campaign," said Jeb Fain, a spokesman for Esty.
Roberti, meanwhile, was ready with a TV ad featuring a Donovan look-alike pocketing money from interests that backed the legalization of ultimate fighting, a measure that didn't pass.
"Any surprise the FBI just busted his campaign for taking $27,000 to kill a roll your own tobacco bill?" asks the narrator, as the camera shows Roberti reading a newspaper story about the scandal.
Roberti says, "I'm Dan Roberti, and I approve this message, because this stuff has got to stop."
Roberti's campaign manager, Erik Williams, said the ad was not taped with the expectation of another development in the FBI investigation, such as the indictment unsealed Thursday.
"Frankly, we didn't think it was necessary for another shoe to drop," Williams said.
The ad ends with slap at Esty, noting some of her campaign donations come from industries regulated by her husband, Dan Esty, the state's commissioner of energy and environmental protection.
Fundraising is a potential vulnerability for Roberti as well, though for different reasons. His campaign fund has been greatly assisted by his father, Vincent Roberti, a Washington lobbyist.
Donovan has not been charged, nor have federal authorities accused him of direct knowledge or involvement in what they say was a conspiracy by smoke shop owners to hide campaign donations intended to kill legislation imposing taxes or fees on the roll-your-own cigarette trade.
Tom Swan, who took over management of Donovan's campaign after Nassi was fired in late May, said the attacks by Esty and Roberti reflect a vulnerability in their campaigns, not Donovan's.
"My sense is they're both getting desperate," Swan said.
With the Democratic primary little more than two weeks away, Donovan still enjoys a strong labor and grass-roots base that is attributable to 20 years of progressive, activist politics, Swan said.
Currently held by Democratic U.S. Rep. Christopher Murphy, who is running for the U.S. Senate, losing the 5th District race was not a concern for national Democrats before the campaign-finance scandal broke.
But the party may now have to spend time and money defending the seat.
The analysis released Friday by Nathan Gonzales of the Rothenberg Political Report says not only have Democrats' chances of keeping the 5th District seat dimmed, but Donovan's chances to win an Aug. 14 primary are also slipping.
"Even though Donovan has most of the traditional establishment support that is important in Democratic primaries, the federal investigation has put his nomination in jeopardy," Gonzales said.
Gonzales said organized labor, which backs Donovan, "will likely refrain from any extra activity (to help Donovan get elected) because of the investigation." That assessment is disputed by union activists in Connecticut.
David Wasserman of the Cook Political Report, said his group will continue to keep the 5th District race rated "Likely Democratic" until the results of the primary are known.
If Donovan wins the primary and becomes the Democratic candidate in the general election, Wasserman said there would be a re-evaluation of the race, "to probably much more competitive."
The Democratic Congressional Campaign Committee, which has refused to comment on any of the turmoil in the race, continued to offer a "no comment" on the new Rothenberg Political Report ranking.

Indian activist Anna Hazare, who galvanised the country last year with his hunger strikes against corruption, began a new fast Sunday to press demands for a crackdown on official graft.
Hazare and his supporters want parliament to strengthen a pending anti-corruption bill and the creation of a special team to probe possible graft allegations against 15 ministers, including Prime Minister Manmohan Singh.
The 75-year-old former army truck driver threatened to fast until death if the demands are not met.
"I am confident that... the people of my country will not let me die. I draw my strength and confidence from you," Hazare told several thousand supporters gathered at a popular protest site in central New Delhi.
Some senior members of the Hazare campaign had already started hunger strikes at the same venue four days before.
Hazare became an unlikely national hero last August when he led countrywide protests that tapped into a rich seam of public anger at India's endemic corruption.
During a 12-day hunger strike, he was feted as a latter-day Mahatma Gandhi and mobbed at a triumphal procession through the capital New Delhi.
Singh's government, tainted by a series of graft scandals, was caught out by the outpouring of public emotion and forced to negotiate with the Hazare campaign, which it previously condemned as manipulative and undemocratic.
Although around 4,000 supporters turned out Sunday as Hazare began his latest fast, observers say the campaign has lost much of its momentum since the heady days of last summer.
The media has also been less supportive, suggesting that Hazare risks overstepping in insisting that parliament adopts his campaign's input for the new anti-corruption bill.
"Anna and his cohorts must realise that they are only a pressure group. They cannot hold parliament to ransom. Their primary job is to keep the issue of corruption in play, the Times of India said in a recent editorial.
"Using fasts to arm-twist the government is against the very spirit of democracy and amounts to political blackmail," it said.
Hazare's direct attacks on Prime Minister Singh and the ruling Congress party have also led to accusations that he and his campaign organisers were pursuing a political agenda.
But his supporters who gathered on Sunday insisted that Hazare's message was very much alive and rejected suggestions that the campaign was losing steam.
"This rally is not about numbers. Our strength should not be measured in how many people have come here. Our strength lies in our conviction and truth," said Mitul Rana, 26, a software engineer.
Housewife Kaushalya Devi, 40, brought her eight-year-old son to the protest venue.
"Hazare is fasting for us, so we thought it was our duty to come and show our support," Devi said.
"I want my son to know about him because he is the only true leader of our country. Those who claim to be the leaders are corrupt from head to toe. We must expose their real faces," she added.

America's Ryan Lochte left record-chasing Michael Phelps trailing Saturday in a storming start to the London Olympics -- while China's Sun Yang and Ye Shiwen wrote their name in the record books.
