Now hear this: Researchers identify forerunners of inner-ear cells that enable hearing

Researchers at the Stanford University School of Medicine have identified a group of progenitor cells in the inner ear that can become the sensory hair cells and adjacent supporting cells that enable hearing. Studying these progenitor cells could someday lead to discoveries that help millions of Americans suffering from hearing loss due to damaged or impaired sensory hair cells.

"It's well known that, in mammals, these specialized sensory cells don't regenerate after damage," said Alan Cheng, MD, assistant professor of otolaryngology. (In contrast, birds and fish are much better equipped: They can regain their sensory cells after trauma caused by noise or certain drugs.) "Identifying the progenitor cells, and the cues that trigger them to become sensory cells, will allow us to better understand not just how the inner ear develops, but also how to devise new ways to treat hearing loss and deafness."

The research will be published online Feb. 26 in Development. Cheng is the senior author. Former medical student Taha Jan, MD, and postdoctoral scholar Renjie Chai, PhD, share lead authorship of the study. Roel Nusse, PhD, a professor of developmental biology, is a co-senior author of the research.

The inner ear is a highly specialized structure for gathering and transmitting vibrations in the air. The auditory compartment, called the cochlea, is a snail-shaped cavity that houses specialized cells with hair-like projections that sense vibration, much like seaweed waving in the ocean current. These hair cells are responsible for both hearing and balance, and are surrounded by supporting cells that are also critical for hearing.

Twenty percent of all Americans, and up to 33 percent of those ages 65-74, suffer from hearing loss. Hearing aids and, in severe cases, cochlear implants can be helpful for many people, but neither address the underlying cause: the loss of hair cells in the inner ear. Cheng and his colleagues identified a class of cells called tympanic border cells that can give rise to hair cells and the cells that support them during a phase of cochlear maturation right after birth.

"Until now, these cells have had no clear function," said Cheng. "We used several techniques to define their behavior in cell culture dishes, as well as in mice. I hope these findings will lead to new areas of research to better understand how our ears develop and perhaps new ways to stimulate the regeneration of sensory cells in the cochlea."

Cheng recently received a grant from the California Institute for Regenerative Medicine to study the limited regeneration of the same sensory hair cells that occur in a different region of the inner ear called the vestibular system, which helps us balance. Lessons learned there may also translate into aid for patients with hearing loss.

Although regeneration of sensory hair cells does not happen naturally, recent research has suggested that the mammalian ear may harbor a sub-population of ? presumably inactive ? progenitor cells. The research team led by Cheng and Nusse used a strain of laboratory mice that allowed the scientists to track the activation of a cell-signaling pathway driven by a protein called Wnt. The Wnt pathway has previously been shown to be involved in many developmental functions, and it drives the renewal and proliferation of many types of stem cells.

"We wanted to investigate the Wnt pathway because of its tremendous influence in the development and regeneration of many other organs," said Cheng.

The researchers found that tympanic border cells, or TBCs, which form a thin layer under the sensory epithelium, are actively dividing in mice during the first three weeks after birth (the time corresponding to about the first trimester of human development, during which the ability to hear is established) and give rise to at least a subset of sensory and non-sensory cells in the ear. They also divided vigorously in isolated cochlea when the Wnt pathway was activated, and stopped when the pathway was inhibited. Finally, the researchers showed that purified TBCs were able to specialize into hair cells and support cells when cultured in a laboratory dish.

"It's surprising to think that these progenitor cells are among this largely underappreciated group of cells," said Cheng. "This study also highlights that, even in mice, there is a lot of maturation occurring after birth as hearing develops. There's clearly a lot more to be understood. Next we'd like to look at these cells in models of hearing loss. Do they have the ability to regenerate? If so, under what conditions?"

Pope praying, packing ahead of move out of Vatican

ROME (Reuters) - Pope Benedict was praying and packing on Tuesday two days before his move out of the Vatican and into retirement where he will assume the title of "pope emeritus" and still be referred to as "your holiness".

The Vatican said Benedict was spending a quiet Tuesday in the apostolic palace with no audiences.

"Today is a day dedicated to prayer and preparation for the events of the next two days," Vatican spokesman Father Federico Lombardi said at a daily news briefing.

Lombardi said the pope was sifting through documents to see which will remain in the Vatican and go into the archives of his papacy and deciding which "are of a personal nature and which he will take to his new residence".

Among the documents left for the next pope will be a confidential report by three cardinals into the "Vatileaks" affair last year when Benedict's former butler leaked private papers revealing corruption and in-fighting inside the Vatican.

The new pope will inherit a Church marked by Vatileaks and by child abuse scandals by priests in Europe and the United States, both of which may have weighed on Benedict's decision to decide he was too old and weak to continue the papacy.

The pope has two days left before he takes the historic step of becoming the first pontiff in some six centuries to step down instead of ruling for life.

Given the unique nature of the occasion, Vatican officials have had to find a title for the former pope, decide how he should be addressed and what he should wear.

After two weeks of consultations with aides, theologians and historians, the Vatican announced the status Benedict will assume after he is no longer leader of the 1.2 billion-member Roman Catholic Church.

Benedict will be known as "pope emeritus Benedict XVI" or "Roman Pontiff emeritus Benedict XVI", be addresses as "Your Holiness," and be referred to as "His Holiness Benedict XVI".

This means that after the election of the new pope next month there will be two men with the title "holiness" in the Vatican at the same time.

MEXICAN SHOES

Benedict will lay aside the red "shoes of the fisherman" that have been part of his papal attire and wear brown loafers given to him by shoemakers during a trip to Leon, Mexico last year. He will wear a "simple white cassock", Lombardi said.

Benedict's lead seal and his ring of office, known as the "ring of the fisherman", will be destroyed according to Church rules, just as if he had died.

The Vatican released a detailed schedule of the pope's last two days on the "Throne of St. Peter".

On Wednesday he will hold his last general audience, a weekly event which would normally be held in a vast auditorium in winter, but has been moved outdoors to St. Peter's Square so more people can attend.

Some 50,000 people have asked for tickets, which are free, but many more are expected to attend and stand at the back of the square.

Benedict will then meet some foreign leaders.

On Thursday, he will greet cardinals in Rome, many of whom have come to take place in the conclave to elect his successor.

That afternoon at 5 p.m. (1600 GMT) he will fly by helicopter to the papal summer retreat at Castel Gandolfo, a 15-minute journey south of Rome.

There, he will make an appearance from the window of the papal villa to greet residents and well-wishers expected to gather in the small square.

That will be Pope Benedict's last public appearance.

At 8 p.m. the Swiss Guards who stand as sentries at the residence will march off in a sign that the papacy is vacant.

Benedict will move into a convent in the Vatican in April, after it has been restored.

On Friday, cardinals in Rome will begin meetings known as "general congregations" to prepare for the secret conclave that will elect a new pope.

This week Benedict changed Church rules so that cardinals could begin the conclave earlier than the 15 days after the papacy becomes vacant, prescribed by the previous law.

The change means that the cardinals, in their pre-conclave meetings, can themselves decide when to start.

The Vatican appears to be aiming to have a new pope elected by mid-March and installed before Palm Sunday on March 24 so he can preside at Holy Week services leading to Easter.

Cardinals have begun informal consultations by phone and email in the past two weeks since Benedict said he was quitting.

Governors: Looming cuts threaten economic gains

WASHINGTON (AP) ? Governors are becoming prominent voices in the fight to cut the federal deficit, warning that Capitol Hill's latest budget stalemate is causing fresh uncertainty that threatens economic progress.

State leaders attending the annual meeting of the National Governors Association joined ranks Friday to condemn the massive automatic spending cuts that are set to begin March 1.

The Obama administration said failure to avert the cuts could lead to widespread flight delays, shuttered airports, off-limit seashores and the furloughing of hundreds of thousands employees.

"It is not helpful when Congress and the president and the administration have such partisan gridlock," said Oklahoma Gov. Mary Fallin, a Republican and former member of Congress. "Because their gridlock has real repercussions on the families ... it has real repercussions on our states and our economies."

Vermont Gov. Peter Shumlin, chairman of the Democratic Governors Association, said the nation "cannot afford to put at risk jobs and the recovery."

"The only thing that's standing in the way of prosperity right now is the games being played by the Republicans in Congress," he said following a meeting between Democratic governors and President Barack Obama.

At their weekend meetings, governors planned to focus on jobs and the economy, gun control and the new health care law.

Some Republican governors have blocked the use of Medicaid to expand health insurance coverage for millions of the uninsured. Others have joined Democrats in a wholesale expansion as the law allows. For many governors, there's a pervasive sense of frustration with Washington.

"My feeling is I can't help what's going on in Washington," Gov. Terry Branstad, R-Iowa, said in an interview Saturday. "I can't help the fact that there's no leadership here and it's all politics as usual and gridlock. But I can do something about the way we do things in the state of Iowa."

No issue carries the same level of urgency as the budget impasse.

Congressional leaders have indicated a willingness to let the cuts take effect and stay in place for weeks, if not much longer.

The cuts would trim $85 billion in domestic and defense spending, leading to furloughs for hundreds of thousands of workers at the Transportation Department, Defense Department and elsewhere.

Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces.

Obama has stepped up efforts to tell the public about the negative impact, and tried to pressure Republicans who oppose his approach of targeted savings and tax increases to tackle deficits.

Republicans responded sharply to the president's fresh demand to include higher taxes as part of a compromise.

"Spending is the problem, spending must be the focus," said House Speaker John Boehner, R-Ohio.

Senate GOP leader Mitch McConnell of Kentucky said "there won't be any easy off-ramps on this one. The days of 11th hour negotiations are over."

But governors aren't yet resigned to the worst-case scenario.

"I think there should be limited government, but I don't like random changes. If you look at my budget, I didn't do across the board cuts," said Wisconsin Gov. Scott Walker, a Republican. "I think you should be more strategic."

The looming cuts were never supposed to happen. They were intended to be a fallback in case a special deficit reduction committee failed to come up with $1 trillion or more in savings from benefit programs.

While Washington Republicans blame the White House for creating the plan, they joined Democrats in voting it into law.

There was little Obama-bashing from Republican governors on Friday. But there was plenty of frustration.

Ken Pomeroy's tempo-free stats all the rage in college basketball

As a Virginia Tech student during the early 1990s, Ken Pomeroy was struck by the Hokies' new-found football success. He attended home games and applauded the likes of Frank Beamer, Antonio Freeman and Maurice DeShazo.

But Pomeroy was most attuned to Tech basketball, back-to-back 10-18 seasons notwithstanding. He returned to campus early after the holidays, lest he miss marquee encounters with the likes of Morgan State, and saw his loyalty rewarded as a senior when Ace Custis and the Hokies won the 1995 National Invitation Tournament.

Pomeroy majored in civil engineering at Tech and earned a master's degree in atmospheric science from the University of Wyoming. He became a meteorologist for the National Weather Service.

Those grown-up credentials notwithstanding, Pomeroy couldn't shake his affinity for basketball and analytics. College coaches nationwide couldn't be happier.

Pomeroy's website, Kenpom.com, has become daily surfing material for coaches, media and fans interested in new-aged, tempo-free statistics that rate teams' and players' efficiencies in myriad categories.

Virginia ranks fourth nationally in the old-school metric of scoring defense, but given the deliberate pace of most Cavaliers' games, just how good are they defensively?

Virginia Tech's Erick Green leads Division I in scoring, but when you factor in shooting percentages, minutes played and turnovers, where does he rank as an offensive threat?

Miami is undefeated in the ACC and ranked second by the Associated Press, but what are the keys to the Hurricanes' unexpected success?

Pomeroy endeavors to provide answers and, like Nate Silver in politics, forecast results.

"It wasn't like there was one moment where the light bulb went off," he says from his Utah home. "I'd always been into sports ratings and stuff, like the Sagarin ratings (in USA Today), what Bill James was doing with baseball. It took awhile for me to think about college basketball in that way. It kind of took off in the early 2000s."

Then New Mexico's head coach, Ritchie McKay was among Pomeroy's early disciples.

"If you're happily married and you want to stay that way, you can't take this home, because you could legitimately spend hours on this deal," says McKay, now Virginia's associate head coach.

ESPN analyst Jay Bilas uses Pomeroy's site to study the teams he's scheduled to broadcast.

"It allows you to just dig in and find what a team is good at and not good at," Bilas says.

For example, Pomeroy's site will reveal what percentage of a team's possessions result in turnovers, and where that ratio ranks nationally. Kenpom.com also computes "effective field-goal percentage," which takes into account the extra value of a made 3-pointer.

"When you're filling out your (NCAA tournament) bracket," Bilas says, "Kenpom is helpful to see how teams' strengths and weaknesses match up."

Pomeroy's most basic ratings are free, but delving inside the numbers costs $19.95 a year. He politely declines to reveal total subscriptions, but says wryly, "I quit my day job last summer."

"That's been the cool thing about this," Pomeroy adds. "A lot of coaches have bought in. I don't know how many programs subscribe to my service, but I'm guessing it's over half of Division I coaches. And that, to me, gives my work tremendous validity.

"I knew it was pretty useful ? but the coaches are ones whose jobs are basically on the line."

World's smallest space telescope to be launched from Sriharikota in India

The smallest astronomical satellite ever built is set to be launched on Monday, February 25, as part of a mission to prove that even a very small telescope can push the boundaries of astronomy.

The satellite was designed and assembled at the Space Flight Laboratory (SFL) of the University of Toronto Institute for Aerospace Studies (UTIAS).

It will be launched from the Satish Dhawan Space Center in Sriharikota, India, along with its twin, also designed in Canada, but assembled in Austria.

Each nano-satellite in the BRIght Target Explorer (BRITE) mission is a cube 20 centimeters per side, and weighing less than 7 kilograms.

The BRITE satellites are part of the new wave of nano-satellites that can be designed, assembled and deployed fast and relatively cheaply.

?SFL has demonstrated that nano-satellites can be developed quickly, by a small team and at a cost that is within reach of many universities, small companies and other organizations,? Cordell Grant, Manager of Satellite Systems for the Space Flight Laboratory at UTIAS said.

?A nano-satellite can take anywhere from six months to a few years to develop and test, but we typically aim for two years or less,? Grant said.

Up to now, such nano-satellites had been used only to monitor the Earth and experiment with new technologies.

BRITE is the first nano-satellite mission intended for astronomy, and the first-ever astronomy constellation -- more than one satellite working toward a common objective -- of any size.

The previous world-record holder for small astronomy satellites was the MOST satellite, designed and assembled in part by SFL at UTIAS.

FBI on sexting employees: Everybody does it

Disciplinary reports published by a news outlet reveal that FBI employees have a nasty habit of sending each other sexually explicit messages ? from both personal as well as government-issued cellphones? forcing the agency to comment on the matter.

"The instances described are not unlike those that occur among employees of any other large agency or organization in the country," a spokesperson for the FBI Office of Public Affairs said in a statement to NBC News. "It is important to note that in an organization of more than 36,000 employees, these disciplinary incidents involve a fraction of one percent of FBI employees."

The incidents are listed as "misuse of government computer" and "unprofessional conduct" in a confidential quarterly newsletter sent to FBI employees in early January, which was obtained and published by CNN. "Employee used personal cell phone to send nude photographs of self to several other employees," one of the incident report excerpts describes. "In aggravation, employee's conduct created office gossip and negatively impacted office operations."

"Employee used government-issued BlackBerry to send sexually explicit messages to another employee," another incident report excerpt reads. "In aggravation, employee's conduct was repeated, intentional, and occurred during work hours."

According to the FBI spokesperson who spoke to NBC News, "the disciplinary reports cited in the media are [...] provided to employees in a transparent effort to educate our workforce about the FBI's standards of conduct and to aid employees in steering clear of ethical pitfalls and other violations."

In other words, the FBI is teaching by example, sharing actual incidents, along with the penalties for the employees who were caught. (In case you're wondering, the employee who used his or her personal phone to send nude photos to co-workers received a 10-day suspension. The one who used his or her government-issued BlackBerry to sext a colleague received a five-day suspension.)

"We're hoping [that] getting the message out in the quarterlies is going to teach people, as well as their supervisors ... you can't do this stuff," FBI assistant director Candice Will told CNN. "When you are given an FBI BlackBerry, it's for official use. It's not to text the woman in another office who you found attractive or to send a picture of yourself in a state of undress. That is not why we provide you an FBI BlackBerry."

Will's concerns aren't the first shared about inappropriate messages being sent at work, of course. In mid-2010, the U.S. Supreme Court ruled in a Southern California case involving work-issued devices and some sexy text messages.

The court, at that time ruled that employees should assume that their bosses can (and will) monitor communications on their company devices ? meaning that those sending nude photos and explicit messages are bound to get busted. Additionally, rulings have been made by the House of Representatives to ban access to porn on government-issued computers.

Russia accuses U.S. of double standards over Syria

MOSCOW (Reuters) - Russian Foreign Minister Sergei Lavrov accused the United States on Friday of having double standards on Syria, saying it had blocked a U.N. Security Council statement condemning a car bomb attack in Damascus.

Washington denied it had blocked the statement and said it had only asked for balance. The disagreement was likely to sour the atmosphere before Lavrov meets newly appointed U.S. Secretary of State John Kerry next week in Berlin.

Lavrov told a news conference Washington had disappointed Moscow by blocking a statement condemning "terrorist attacks" near the Russian embassy in Damascus that killed more than 50 people and that Washington was threatening international unity in the "war on terror".

"We believe these are double standards," Lavrov said after talks with China's foreign minister.

"And we see in it a very dangerous tendency by our American colleagues to depart from the fundamental principle of unconditional condemnation of any terrorist act, a principle which secures the unity of the international community in the fight against terrorism," he said.

A spokeswoman for the U.S. mission at the United Nations said it had not blocked any statement of condemnation but had sought to balance the text with criticism of Syrian President Bashar al-Assad's forces, which it said Russia had rejected.

"We strongly condemn all indiscriminate terrorist attacks against civilians or against diplomatic facilities," said Erin Pelton, spokeswoman for the U.S. mission.

Ties between Washington and Moscow have worsened since Vladimir Putin returned to Russia's presidency last May.

The passage of U.S. legislation intended to punish Russian officials accused of human rights abuses and a Russian ban on American families adopting Russian children have also contributed to the deterioration in recent weeks.

CHINESE AND RUSSIAN UNITY

Lavrov made his comments at a joint news conference with Chinese Foreign Minister Yang Jiechi after talks that underlined the closeness of their views on policy in Syria and North Korea.

China and Russia, both permanent members of the U.N. Security Council, have blocked attempts by the West to mount pressure on Assad to end the violence in the nearly two-year-old conflict that has killed some 70,000 people.

The two ministers condemned North Korea's nuclear test last week but said that any response should go through the U.N. Security Council.

China and Russia had agreed that it was "vitally important not to ... allow the situation to be used as a pretext for military intervention," Lavrov said.

North Korea's latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The U.N. Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.

The North is banned under U.N. sanctions from developing missile or nuclear technology.

Fyodor Lukyanov, editor of the magazine Russia in Global Affairs, said the alignment of Russian and Chinese positions was meant to give them more leverage when negotiating with the West.

"Chinese and Russian positions so far on a global level are almost identical. This is an important factor, because if Russia were alone it would be much less powerful. This is a factor Western powers cannot ignore, that Russia and China act together," said Lukyanov.

He added: "China is ready to support Russia in the Middle East on issues which are politically important for Russia, so when it comes to questions of vital importance to China, like North Korea, of course it expects reciprocity - that Russia endorse China's position."

Billboard and Nielsen have announced the addition of YouTube video streaming data into its platforms in the US.

The move means an update to the methodology for the Billboard Hot 100 with the video site?s data now factored into the chart?s rankings.

The Hot 100 formula also includes Nielsen?s digital download track sales and physical sales, terrestrial radio airplay, on-demand audio streaming and online radio streaming and radio streaming, also tracked by Nielsen.

The Billboard chart will now incorporate all official YouTube music videos captured by the Nielsen streaming measurement including Vevo, as well as user-generated clips that utilise authorised audio.

The change will also affect the Hot 100 formula based genre charts: Hot Country Song, Hot R&B/Hip-Hop Songs, R&B Songs, Rap Songs, Hot Latin Songs, Hot Rock Songs and Dance/Electronic Songs.

As a result of the new data incorporation, internet viral sensation Harlem Shake has debuted at No.1 on both the Hot 100 and the Streaming Songs chart, having racked up over 100 million views on YouTube.

The song also jumps from No.12 to No.1 on Dance/Electronic Songs.

According to Nielsen, Harlem Shake has also seen download sales of 262,000, which would placed it within the Top 15 on the Hot 100 without the aid of YouTube streams.

?The very definition of what it means to have a hit is ever-changing these days,? said Billboard?s editorial director Bill Werde. ?The Billboard charts are the ultimate measure of success in music, and they constantly evolve to reflect these new music experiences.

?When the charts launched over 70 years ago, a hit was defined as selling copies of a single or generating airplay. While those avenues are still viable, one needn't look any further than Cee Lo, Gotye, PSY or now Baauer to know that a song can be a massive hit on YouTube alone."

Cameron suggests using foreign aid cash for military

AMRITSAR, India (Reuters) - Prime Minister David Cameron has raised the possibility of diverting hundreds of millions of pounds from foreign aid to defence and security.

Faced with anger in his ruling Conservative party about further possible defence cuts at a time when he says Britain must spend 0.7 percent of gross domestic product on foreign aid, Cameron told reporters he was interested in exploring ways to use money earmarked for foreign aid for wider security purposes.

He said the department for international development - whose budget for foreign aid is set to top 11 billion pounds by 2015 - already worked closely with the foreign and defence ministries, but that more could be done.

"If you are asking me can they work even more closely together, can we make sure that the funds we have at our disposal are used to provide basic levels of stability and security in deeply broken and fragile states, then I think we should," he told reporters on Wednesday during a visit to India.

"Can we do more, can we build on this approach? I am very open to ideas like that."

Britain deploys thousands of troops in Afghanistan and his comments could allow the government to use funds originally intended for foreign aid for what it regards as peace keeping, easing the strain on public finances.

That might placate some MPs in Cameron's party who regularly ask him how he can justify spending so much on foreign aid at a time when Britain's budget crunch is forcing the closure of hospitals, fire stations and police stations.

Britain's gross government debt was 89 percent of GDP in 2012, up from 44 percent in 2007, according to the International Monetary Fund's World Economic Outlook database.

US Military's Robot Space Plane Settles Into Mystery Mission

The U.S. Air Force's mysterious X-37B space plane is quietly chalking up mileage in space more than two months after its latest launch into orbit.

The robotic?X-37B space plane?soared into orbit atop an Atlas 5 rocket from Florida's Cape Canaveral Air Force Station on Dec. 11. The mini-shuttle's mission is known as Orbital Test Vehicle-3 (OTV-3), since it is the third classified mission under the Air Force's X-37B program.

How long OTV-3 will remain in Earth orbit is unknown. The hush-hush?space plane?mission is officially on Air Force space tracking books as USA-240.

"The mission is ongoing," Air Force Maj. Eric Badger, a spokesman for the X-37B program, told SPACE.com. "As with previous missions, the actual duration will depend on test objectives, on-orbit vehicle performance and conditions at the landing facility." [Photos: U.S. Military's X-37B Space Plane]

A new reusable space plane

The current flight underway has attained one known major milestone ? that of reusability.

This same vehicle was flown on the maiden voyage in the X-37B program back in 2010. That OTV-1 mission lasted nearly 225 days in orbit and then zoomed back to Earth on autopilot over the Pacific Ocean, gliding down onto a specially prepared runway at Vandenberg Air Force Base in California.

The OTV-2 mission, which used a different X-37B vehicle, also made a Vandenberg touchdown on June 16 of last year after remaining in orbit for 469 days, more than doubling its sister ship?s stay.

There's a possibility that OTV-3 may not land in Vandenberg. There have been discussions about bringing the space plane down at the space shuttle landing strip at NASA's?Kennedy Space Center, next door to Cape Canaveral, as a possible cost-cutting measure.

"The possibility of using the former shuttle infrastructure for future X-37B landing operations is still being investigated," Badger said.

Space test platform

The X-37B looks a bit like a miniature?space shuttle. The vehicle is 29 feet (8.8 meters) long and 15 feet (4.5 m) wide, with a payload bay about the size of a pickup truck bed.

Only two X-37B space planes have been constructed for the Air Force by Boeing Government Space Systems, officials say. Flights of the space plane are conducted under the auspices of the Air Force?s Rapid Capabilities Office.

According to an Air Force fact sheet, the Rapid Capabilities Office is working on the X-37B Orbital Test Vehicle "to demonstrate a reliable, reusable, unmanned space test platform for the United States Air Force."

Mission control is handled by the 3rd Space Experimentation Squadron, 21st Space Wing, of the Air Force Space Command in Colorado Springs, Colo.

Skywatcher insight

While little is known regarding what OTV-3 is toting in its cargo bay, amateur skywatchers offer some insight into the mission.

"All does seem quiet," said Ted Molczan of Toronto, a leader in an ever-vigilant, worldwide satellite sleuthing network.

"OTV-3 remains in its initial orbit, maintaining altitude with periodic engine firings," Molczan told SPACE.com. "Unlike the first two missions, its ground track does not closely repeat at the frequent intervals that would suggest an imaging reconnaissance mission."

Stretching 29 feet in length and weighing 11,000 pounds, the second Boeing-built X-37B became the longest on-orbit space vehicle on June 16, 2012 when it completed a 469-day mission with an autonomous landing at Vandenberg Air Force Station in California.

Confusion and speculation

While missions of X-37B remain obscure, the Union of Concerned Scientists (UCS), headquartered in Cambridge, Mass., criticizes the program as a less-than-cost-effective way to conduct space activities.

UCS space experts assert that, while the space plane is versatile and capable, there are better, more efficient and more cost-effective ways of carrying out the X-37B's possible missions.

"And because it is an Air Force project and its details are classified, the plane has generated confusion, speculation and, in some cases, concern about its actual purpose" a UCS document issued prior to the OTV-3 mission launch said.

Nigerian offshore attacks surge as pirates advance

ABUJA/LONDON (Reuters) - A spike in piracy off Nigeria's oil-rich coast has shown gangs are willing to venture further afield and use more violent tactics, increasing the risk of doing business in Africa's largest energy producer.

Pirates demanded a 200 million naira ransom for the release of six foreigners kidnapped on Sunday, the latest in at least five attacks in Nigerian waters this month.

Exxon Mobil and Shell officials said this week that security was a major factor in Nigeria, and it was one of the most expensive oil-producing countries to operate in.

"The recent upsurge in maritime kidnaps off the Niger Delta ... has not been witnessed since 2010," said Tom Patterson, maritime risk analyst at Control Risks.

"It is easy to underestimate the debilitating effect such a situation can have, even on larger corporations," Patterson added.

Oil and shipping companies have to hire crisis management teams, pay huge insurance premiums and face the prospect of ransom payments, as well as brace themselves for damage to their reputations.

At the same time, pirates are becoming more ambitious.

Three crew members were kidnapped on February 7 from the British-flagged cargo ship, Esther C, around 80 miles offshore, the furthest pirates have reached in the Gulf of Guinea.

Gunmen killed a Filipino crew member when they attacked a chemical tanker three days earlier, in the first confirmed case in Nigerian waters of crew being killed on a vessel that deployed a private armed team, maritime risk experts AKE said.

OIL GANGS

The prime suspects for most attacks are Nigerian oil gangs, who already carry out industrial scale crude theft, called 'bunkering' in the restive onshore Niger Delta swamplands.

Nigeria's oil minister said this week that oil theft, which can amount to 150,000 barrels per day (bpd), was the work of an international criminal syndicate. President Goodluck Jonathan has reached out to Britain for help.

Security experts also believe Nigerian security officials and politicians are complicit in oil theft and piracy.

"There are many top people in Nigeria involved in commissioning these attacks and sharing the profits," said Michael Frodl, head of U.S. consultancy C-Level Maritime Risks.

"It's obvious to us that they've been bringing in people in other nations into the game, and sharing a cut in exchange for tips for tankers and cargoes."

Compounding the problem, there is less fuel available in Nigeria since Jonathan reduced subsidies last year, which has forced prices to rise. This has provided an added incentive for gangs to locally refine stolen oil or siphon fuel off ships they attack, experts say.

The rise in pirate attacks comes as Nigerian forces have been more stretched in the last two years due to an Islamist insurgency in the Muslim north.

"There is a sense that security resources are being focused to combat the terrorist threat in the north of the country," said Rory Lamrock, analyst with security firm AKE.

"We're likely to see further attacks over the coming months as local authorities are unable to effectively police the waters, especially up to 50 or 60 nautical miles off the coast."

Eric Bledsoe Dunk Contest Video: Clippers Star Throws Down Reverse Windmill With Two Hands

Eric Bledsoe took an old-school approach to his second dunk in the 2013 Slam Dunk Contest. And it blew everyone away.

The 6'1" Clippers guard threw a high bounce pass to himself, caught the ball in mid-air and threw down a two-handed, reverse windmill dunk.

The dunk was so electrifying that it left the TNT panel speechless at first. At least they didn't refer to Bledsoe as a member of the Lakers like the PA announcer apparently did.

RHEA COUNTY, TN. ? An animal shelter volunteer has been charged with animal cruelty in Rhea County Thursday.

The sheriff's office says Richard Orlowske, a former volunteer of the Rhea County Animal Shelter, has been charged with animal cruelty in connection with an animal rescue service he's been running from his home.

Investigators say they found a "horrible" scene at Orlowske's home on Back Valley Road.

The Pure, Random Energy of Humans in Mosh Pits

Ah, that incomparable moment in a giant mosh pit when control is totally lost, when it's just a beautiful mess of pushing and shoving and sweat and negative personal space. Beautiful, you wonder? Yes, yes it is. There probably isn't a better example of collective human motion among strangers on Earth. It's humans as current--an individual gets swept in, swirled and bounced around, and then spit out. It's violent, but unified. And being subsumed into it (and music) is one of the best things there is.

And mosh pits, as a one of more bizarre interactions taking place among humans, are also of interest to scientists.???

Turns out that mosh pits behave a lot like gases do, with the people within them making up pretty good flesh analogs for particles. This revelation comes courtesy of Cornell researcher Jesse Silverberg, who happened to notice at one particular metal show that, well, mosh pits are actually pretty weird. "I'm usually in the mosh pit, but for the first time I was off to the side and watching," he told New Scientist. "I was amazed at what I saw."

Afterwards, he and some other Cornell buds started pulling mosh pit videos off of YouTube and applying particle analysis software to them. The statistical distributions of different speeds found within the mosh pits and within gasses were close enough to take a closer look. They both follow what's known as the Maxwell?Boltzmann distribution, a description of particle motion in situations in which they're allowed to move freely, save for brief collisions with other particles.

Moreover, the researchers found that by tweaking their models, they could create the different mosh pit modes, like circle pits or what they're calling "lane formation," which they were unable to find in the YouTubed real life mosh pits. So, a theoretical mosh pit.

"If you increase the flocking or decrease the density of the simulated moshers, the active participants can break down the circle and just stream through the crowd," Bierbaum?said. "I'd be excited to see this, but it would have to be at a very large venue, so that the ends didn't collide with each other to form a circle pit."

So, this is definitely kind of in the realm of ain't-it-cool science, but it could have some meaning for real life. Specifically, the team points at evacuation procedures for large buildings. Which would be another scenario when a bunch of excited people are together behaving randomly, or as one dude says in the the linked post, "a pure expression of energy that's just random." ?

Google app store policy raises privacy concerns

SAN FRANCISCO (Reuters) - Google Inc's privacy practices are drawing heat after an Australian software developer said the company was providing him with personal information, including email addresses, of everyone who purchased his mobile app.

The information that Google shared, which included customers' full names, email and some postal code information, was not the result of a glitch with its software. Rather it appears to be in accordance with Google's existing policies for its app store and its Google Wallet payment service - though some privacy advocates believe Google has not been clear enough in informing consumers about the practice.

Google has "buried" the notice about how it shares users' personal information in fine print rather than obtain the express consent of users, said Marc Rotenberg, executive director of the Electronic Privacy Information Center.

"Meaningful consent is about people understanding what they're getting into. It's about not tricking them," said Rotenberg. "In a situation like this, where people just don't know what information is being transferred or who it's going to or for what purpose, it seems ridiculous to say that Google has consent."

The episode represents the latest privacy flare-up for Google, the world's No.1 search engine. In August, Google agreed to pay a $22.5 million fine to settle charges that it bypassed the privacy settings of customers using Apple Inc's Safari browser. Google also settled a privacy investigation by the Federal Trade Commission 2011 related to its rollout of the now-defunct Buzz social networking service.

Other Web companies, including Facebook Inc, have also drawn scrutiny over their privacy practices and entered into settlements with regulators.

Google said in an emailed statement that "Google Wallet shares the information needed to process transactions, and this is clearly stated in the Google Wallet Privacy Notice."

EPIC's Rotenberg said he believed that Google may be violating its 2011 settlement with the FTC.

Developer Dan Nolan broke the issue online in a blog post on Tuesday: "This is a massive oversight by Google. Under no circumstances should I be able to get the information of the people who are buying my apps unless they opt into it and it's made crystal clear to them that I'm getting this information."

Nolan's app, which automatically generates insults in the style of a well-known Australian politician, has been a best-seller on Apple Inc iPhone. Nolan recently released a version of the app for smartphones that rely on Google's Android operating system.

He told Reuters that Google acts as a marketplace when an app is purchased, hence the transactions occur directly between developer and the purchaser.

"The way the system is designed, it (the information) is not what a user would expect to hand over," said Nolan. "If you buy something on the iOS app store, you purchase it off Apple, and they pass the money to the developer."

The Google Wallet privacy notice states that Google will share users' personal information with other companies "as necessary to process your transaction and maintain your account."

That's different than the way Apple's App Store works. According to an Apple spokesman, the company only shares general information about the number of downloads with third-party app developers. Apple does not pass along personal information, such as email, except with publications available through its Newsstand store, if customers agree to it.

Barry Schwartz, an app developer and editor for the online blog Marketing Land, said he was pleased with Google's policy of passing along customer information to developers, since it made it easier for developers to directly handle customer service issues, such as refunds.

"I want to be able to service my customers, and yes, they are my customers, not Google's and not Apple's customers. They download our products," Schwartz wrote.

But Joel Reidenberg, Director of the Center on Law and Information Policy at Fordham University School of Law, said Google and other online and mobile services needed to be more transparent about what personal information was being shared with third-party firms.

"When you buy an app, you could have a pop-up that tells you this is the information that's going to the app developer," he said.

Perch exposed to human anti-anxiety drugs become isolated, aggressive - study

BOSTON (Reuters) - Wild perch living in water tainted with a commonly prescribed human anti-anxiety drug aggressively feed, shun other fish and become careless, according to the results of a study presented at a meeting of scientists on Thursday.

"We knew there was a pharmaceutical that was present in the environment that had behavioral-changing capabilities in humans, but what could this do to fish?" said chemist Jerker Fick of Umea University in Sweden.

The findings highlighted the potential ecological implications of even trace amounts of psychiatric pharmaceuticals that are excreted in human urine and survive wastewater treatment plant processes, scientists told a meeting in Boston of the American Association for the Advancement of Science.

For the experiment, scientists divided 75 wild European perch into three groups. One group lived in clean water. The second group's water had low concentrations of Oxazepam, a commonly prescribed medication used to treat anxiety in humans.

The concentration was similar to what is found in waterways downstream from sewage treatment plants.

The third group's water had 500 times the amount of Oxazepam typically found in waterways. After a week, the fish were subjected to routine behavioral tests.

"Before we exposed the perch to the drug they were all very shy. They were not taking any risks at all basically. After exposure, they were swimming around much more, like they were unconcerned, and they were not as social. They just wanted to swim on their own. Some even avoided schools as much as possible," lead researcher Tomas Brodin, also with Umea University, told Reuters.

Fish exposed to Oxazepam also became more aggressive feeders, he said.

"I have no doubt that the behavioral effects we see are true and that they are potentially going on as we speak," Brodin said.

"This is a global issue," he added. "We find these concentrations (of psychiatric drugs) or close to them, all over the world."

The scientists plan to expand the study to look at the wider ecological effects of Oxazepam and to understand on a molecular level what happens to perch that are exposed to the drug.

The research appears in this week's Science magazine.

2014 Acura RLX Test Drive

What's New: Acura's flagship, formerly the RL, is revamped after eight long years. Under the hood a direct-injection version of the Honda/Acura 3.5-liter V-6 replaces the old 3.7-liter, and makes 10 extra horsepower with massive 4 city/7 hwy mpg jumps in fuel economy. We'll do the math for you: 310 hp and 20/31 city/hwy fuel economy. The interior is similarly revolutionized, with 7-inch touchscreen ?Multi-Use Display? to supplement the main 8-inch screen and take the place of the myriad buttons that clutter other Acura center consoles.

This car will be known for its jewel-eye cluster of LED headlights, which literally glitter in the daylight. As for the rest of the styling, the best we can say about the RLX is that it looks better in person. Acura has taken a critical beating for some of its recent designs; perhaps as a reaction to that the RLX is perfectly inoffensive but lacks distinctive character, aside from those lamps. Overall length is about the same, but wheelbase and width both increase about 2 inches. Going back inside the car, those dimensions contribute to what Acura claims is best-in-class rear-seat legroom.

RLX buyers can choose from five trim levels: base, Navigation, Tech, Krell, and Advance. Each offers an increasing level of content and technology, but the mechanical bits remain the same. And trim levels from Tech on up come with insulated two-layer glass on the windshield and side windows.

Tech Tidbit: Where do we start? The RLX is packed with clever technology, even down to wheels that have a special noise-reducing resonator attached to the inside of the rim. There are active engine mounts for when the engine runs in a fuel-saving 3-cylinder mode. The doors have aluminum skins with steel inner panels, made using a new process that curls the two metals together at the edge for an impenetrable seam. Forward collision warning and lane-departure warning are standard; all-speed adaptive cruise control and active lane-keeping assist are optional. The RLX even has a capless fuel filler.

The biggest innovation on the RLX, though, is what Acura calls Precision All Wheel Steer (PAWS). Unlike other systems that move the rear wheels to help cornering, PAWS moves each rear wheel independently, up to 2 degrees. For enhanced stability the system makes the rear wheels toe-in under heavy braking, and at high speeds the rear wheels move in concert with the front for better stability. At low speeds, the rear wheels move opposite of the front to reduce the turning radius.

Driving Character: This is the front-wheel-drive car that doesn't feel like one, thanks to the extra agility provided by PAWS. Steering is accurate, if lacking in feedback in the way we've come to expect from electric-power-assisted systems such as this. The engine is strong, with an extra surge of power above 5000 rpm on the way to the 6800-rpm redline. But the RLX doesn't surprise you with it's quickness the way a high-horsepower V-8 or turbocharged six can make your eyes get big when you floor the accelerator. It's more of a smooth cruiser, with a quiet, comfortable ride and leather appointments nicer than most country clubs. And if your club happens to be near a twisty road, the RLX can handle well enough to scare the monocles off your 1-percenter friends. On our test drive, a portion of which occurred at Sonoma Raceway in Northern California, Acura provided a BMW 535i and Mercedes-Benz E350 for comparison on a small autocross. We wouldn't say the RLX beat the Germans, but it certainly belongs in the same company, which is an admirable feat.

Our test car was a fully-loaded Advance package, complete with an amazing 14-speaker Krell audio system that sounds so good that it makes the low audio quality of Pandora radio nearly unlistenable. Advance trim also includes lane keeping and active cruise control. The lane keeping, which uses the electric power steering to nudge the wheel, is one of the best we've ever encountered. It keeps the car centered in the lane with subtle adjustments and can even follow some curves. If not for a warning after 10 seconds, we could take our hands off the wheel for minutes at a time. Active cruise works less admirably, with some jerky brake modulation at low speeds and a reluctance to accelerate hard. But both systems together make for almost-automated driving, from highway speeds down to a stop and back up to speed again.

Favorite Detail: The headlights work as well as they look, lighting up the road like a surgery room. The multi-touch screen has haptic feedback, which means it buzzes slightly when touched to mimic the feel of a real button. Best of all, this touchscreen responds quickly, so when it switches to a keyboard for navigation inputs, the experience is one of convenience instead of frustration.

Driver's Grievance: For a high-tech flagship, the RLX is missing a few items on our wish list, like rear-seat climate control, auto high beams, and a larger digital display in the instrument cluster with more information than the small screen currently nestled between the tachometer and speedometer.

The Bottom Line: Acura's pitch for the RLX is to the customer that is looking for a certain level of value for the money. And the RLX offers a good mix of features, space, and performance for the price. In Tech trim, for $55,345, Acura says the RLX is about $5,000 less than a comparable-equipped German sedan. But top-of-the-line Advance trim, at $61,345, is the only way to get lane keeping and active cruise.

This is a great car, but not so brilliant that anybody will rush to trade in a German sedan. And the RLX is unlikely to turn many heads. Aside from the distinctive headlights, the styling is more forgettable than understated. In terms of performance, refinement, and general luxury the RLX is Acura's best car yet, but you might not notice it driving down the road. The biggest problem with the RLX is anonymity.
