Simulations uncover obstacle to harnessing laser-driven fusion

Wednesday, March 27, 2013

A once-promising approach for using next-generation, ultra-intense lasers to help deliver commercially viable fusion energy has been brought into serious question by new experimental results and first-of-a-kind simulations of laser-plasma interaction.

Researchers at The Ohio State University are evaluating a two-stage process in which a pellet of fusion fuel is first crushed by lasers on all sides, shrinking the pellet to dozens of times its original size, followed by an ultra-intense burst of laser light to ignite a chain reaction. This two-stage approach is called Fast Ignition, and there are a few variants on the theme. In a recent paper, the Ohio State research group considered the long-discussed possibility of using a hollow cone to maintain a channel for the ultra-intense "ignitor pulse" to focus laser energy on the compressed pellet core. Drawing on both experimental results from studies at the Titan Laser at Lawrence Livermore National Laboratory in California, and massively-parallel computer simulations of the laser-target interaction performed at the Ohio Supercomputer Center (OSC) in Columbus, Ohio, the research team found compelling evidence that the cone-guided approach to Fast Ignition has a serious flaw.

"In the history of fusion research, two-steps-forward and one-step-back stories are a common theme," said Chris Orban, Ph.D., a researcher of the High Energy Density Physics research group at Ohio State and the lead theorist on the project. "But sometimes progress is about seeing what's not going to work, just as much as it is looking forward to the next big idea."

Since the ultra-intense pulse delivers energy to the fuel through relativistic electrons accelerated by the laser interaction, the Ohio State study focused on the coupling of the laser light to electrons and the propagation of those electrons through the cone target. Rather than investigating how the interaction would work on a high-demand, high-cost facility like the National Ignition Facility (NIF), which is also based at Lawrence Livermore National Laboratory and one of the largest scientific operations in the world, the researchers considered experiments just across from NIF at the Titan laser, which is much smaller and easily accessible.

Despite its size and despite having lower total energy, for a brief moment the Titan laser is many thousands of times more intense than NIF, which makes it a decent stand-in as a second-stage ignitor pulse. The OSU-led experimental team focused the Titan pulse on hollow cone targets attached at the tip to copper wires and observed the burst of X-ray photons coming from the copper as a measure of the laser energy to relativistic electron conversion efficiency.

The X-ray signal was much lower from the hollow cones with thicker cone walls. "This was strong evidence to the experimental team that the typical approach to cone-guided Fast Ignition wouldn't work, since thicker cones should be more realistic than thin cones," said Orban. "This is because electrons are free to move around in a dense plasma, much like they do in a normal metal, so the thicker cone target is like a thin cone embedded in a dense plasma."

These intuitions were tested in simulations performed at OSC. Whereas earlier efforts to simulate the laser-target interaction were forced to simplify or shrink the target size in order to make the calculations more feasible, Orban used the LSP code to perform the first-ever, full-scale 2D Particle-In-Cell simulations of the entire laser-target interaction using fully realistic laser fields.

These simulations also included a sophisticated model for the pre-heating of the target from stray laser light ahead of the ultra-intense pulse developed by collaborators at the Flash Center for Computational Science at the University of Chicago.

"We were delighted to help Chris use the FLASH code to provide realistic initial conditions for his Particle-In-Cell simulations," said Don Lamb, director of the Flash Center. "This is an outstanding example of how two groups can collaborate to achieve a scientific result that neither could have achieved alone."

To conduct the simulations, the Ohio State researchers accessed OSC's flagship Oakley Cluster supercomputer system. The HP-built system features 8,300+ Intel Xeon cores and 128 NVIDIA Tesla GPUs. Oakley can achieve 88 teraflops, tech-speak for performing 88 trillion calculations per second, or, with acceleration from the NVIDIA GPUs, a total peak performance of 154 teraflops.

"The simulations pointed to the electric fields building up on the edge of the cone as the key to everything," said Orban. "The thicker the cone is, the further away the cone edge is from the laser, and as a result fewer energetic electrons are deflected forward, which is the crucial issue in making cone-guided Fast Ignition a viable approach."

With both the experiment and the simulations telling the same story, the evidence is compelling that the cone-guided route to Fast Ignition is an unlikely one. While other studies have come to similar conclusions, the group was the first to identify the plasma surrounding the cone as a severe hindrance. Thankfully, there are still many other ideas for successfully igniting the fusion pellet with current or soon-to-be-constructed laser facilities. Any future efforts to spark fusion reactions with these lasers using a two-stage fast-ignition approach must be mindful to consider the neutralizing effect of the free electrons in the dense plasma.

"We could not have completed this project without the Oakley Cluster," Orban noted. "It was the perfect combination of speed and RAM and availability for us. And thanks to the profiling I was able to do, the compute time for our production runs went from two weeks in November 2011 to three or four days as of February 2012."

"Energy and the environment is one of the primary focus areas of the center, and this research fits perfectly into that domain," said Brian Guilfoos, the client and technology support manager for OSC. "Many of our systems were designed and software packages selected to best support the type of computing required by investigators working in fields related to our focus areas."

The paper describing the study, "Coupling of high-intensity laser light to fast electrons in cone-guided fast ignition," was recently published in Physical Review E, a journal of the American Physical Society.

DNA vs Razr: What's Your Pick?

The HTC Droid DNA and Motorola's Droid RAZR HD/RAZR MAXX HD are all sweet handsets. The DNA of course has an edge in terms of screen and display while the RAZRs' battery lives are unmatched in the Android ecosystem. Sure the HTC One will be frickin' awesome when it does eventually show up but "later this spring" is just too long to wait. So, if you had a phone upgrade coming your way this weekend—as I do—and the iOS option is right out, which phone would you choose? More »

Kate Middleton Baby Shower ? Pregnant Duchess Breaking With ...

Kate Middleton Baby Shower

FameFlynet

The Duchess of Cambridge may be set to welcome the next heir to the throne, but she is embarking on a pregnancy tradition not like any other royal ? a baby shower!

Kate Middleton is breaking with royal tradition yet again and celebrating her pregnancy with an event that?s usually reserved for commoners ? a baby shower! Her sister?Pippa Middleton?? who recently published a book on party planning ? is planning the fun affair, according to a new report!

Although a baby shower is a fun event that almost every mom-to-be looks forward to, it?s typically not a tradition in royal families. Neither Queen Elizabeth nor Queen Victoria had showers for their first-born babies, but the Duchess of Cambridge isn?t like other royals!

Kate Middleton Hoping Queen Elizabeth Attends Shower

?It was her sister Pippa?s idea,? a friend of Kate?s tells?OK! magazine.?And even though it?s not a traditional event for royals, or even in the UK (as the source pointed out), the mom-to-be is hoping her husband Prince William?s grandmother makes an appearance!

?While it?s all going to be very relaxed and fun, Kate is hoping the queen will drop by because the two are remarkably close. They bonded big time and really enjoy each other?s company. Since this is going to be a first for royals, Kate would love the queen to be part of it.?

And since her younger sister is such a party planner, she has it all taken care of!

?Pippa is in charge of decorations,? the insider adds. ?Wine and beer will be available ? not that Kate will be drinking alcohol, of course There will certainly be none of the hard stuff.?

What do YOU think of Kate Middleton?s baby shower plans HollyMoms? Are you shocked she?s having a shower? Let us know in the comments below!

Actress Ashley Judd opts not to enter Kentucky Senate race

By Steve Holland

WASHINGTON (Reuters) - Actress Ashley Judd's next role will not be as a Democratic candidate for the U.S. Senate in Kentucky.

Judd said on Wednesday she has decided not to run in 2014 to try to unseat Republican Mitch McConnell, the Senate minority leader, after considering such a candidacy for months.

"After serious and thorough contemplation, I realize that my responsibilities & energy at this time need to be focused on my family," she wrote on Twitter.

Judd and her husband, three-time Indianapolis 500 winner Dario Franchitti, announced in January that they had decided to end their 11-year marriage.

Judd, 44, considers Kentucky her home state but actually lives in neighboring Tennessee. She would have had to move to Kentucky in order to qualify as a candidate.

McConnell's re-election team in Kentucky already produced a campaign video criticizing Judd that made light of the fact that she did not live in Kentucky.

"And it just clicked, Tennessee is home," Judd is quoted as saying in a speech in the video.

Judd has starred in a number of movies including "Double Jeopardy" and "Kiss the Girls." Her mother, Naomi Judd, and sister, Wynonna, made up the country singing duo, The Judds.

Democratic strategist Hilary Rosen told CNN that her political consulting firm had represented Judd in her deliberations and that it had became clear over the past 10 days that she would not run.

"The timing just wasn't right," Rosen said. "She has a lot of other things going on."

Nashville television station WSMV said Kentucky Secretary of State Alison Lundergan Grimes has expressed interest in running for the Democratic nomination to challenge McConnell, 71.

Fracking 'linked to Oklahoma quake'

Scientists say wastewater injection from hydraulic fracturing was linked to a magnitude-5.7 earthquake that struck the US state of Oklahoma in 2011.

Fracking, as it is known, injects water and chemicals into petroleum wells in a bid to extract trapped natural gas.

Opponents of the practice say that it risks causing seismic events and contaminating groundwater.

The study in Geology shows that "induced seismicity" can occur years after wastewater injection begins.

Most seismic events linked to fracking have been markedly of smaller magnitudes, and have tended to occur in the first weeks or months of injection.

By contrast, fracking wastewater was first injected into Oklahoma's Wilzetta oilfields, near the town of Prague, some 18 years prior to the November 2011 series of quakes that included three of magnitude 5 or greater.

The new study adds to an increasing body of evidence that the injection of wastewater from fracking - rather than the wellhead injection that extracts gas or oil - is correlated to an increase in seismic events.

A comprehensive review in 2012 by the US' National Academy of Sciences found that "the process of hydraulic fracturing a well as presently implemented for shale gas recovery does not pose a high risk for inducing felt seismic events", but that "injection for disposal of waste water derived from energy technologies into the subsurface does pose some risk for induced seismicity".

However, the report said the number of such documented events over several decades was small compared to the overall number of operations carried out.

In April 2012, a study by scientists at the US Geological Survey of the interior of the US found that events of magnitude 3 or greater had "abruptly increased in 2009" from 1.2 per year in the previous 50 years to more than 25 per year - although a number of gas and oil extraction methods may be implicated in the rise.

'Unexpectedly large'

But the authors of the new study focus on the significantly larger and delayed events in Prague, which they wrote "necessitate reconsideration of the maximum possible size of injection-induced earthquakes, and of the time scale considered diagnostic of induced seismicity".

Study co-author Geoffrey Abers of Columbia University said that "there's something important about getting unexpectedly large earthquakes out of small systems that we have discovered here, " adding that "the risk of humans inducing large earthquakes from even small injection activities is probably higher" than had been believed.

But seismologist Austin Holland of the Oklahoma Geological Survey said while the study showed a potential link between the earthquake and fracking, "it is still the opinion of those at the Oklahoma Geological Survey that these earthquakes could be naturally occurring".

"There remain many open questions, and more scientific investigations are underway on this sequence of earthquakes and many others within the state of Oklahoma," he said.

The topic remains hotly debated in the scientific literature, and between lobbyists and policy-makers, particularly in the UK.

Links between fracking in Blackpool and tremors in the region led to a government ban on the practice, which was lifted at the end of December 2012.

C. African Republic rebel leader faces challenges

DAKAR, Senegal (AP) ? Michel Djotodia showed up for peace talks a few months ago in camouflage and a turban as the face of Central African Republic's rebel movement. Now he has traded those fatigues for a suit as the country's new self-declared leader after overthrowing the president of a decade.

Djotodia, whose diverse resume includes studying in the former Soviet Union and working as a consul in Sudan's region of Darfur, initially signed on in January to serve as the defense minister in a unity government with his longtime nemesis, then President Francois Bozize.

But that power-sharing deal quickly fell apart. Only two months later, Djotodia's forces invaded the capital, and he declared himself president of the impoverished but mineral-rich country for at least the next three years.

Although Djotodia (pronounced joe-toe-DEE-uh) emerged as the dominant leader of the alliance of rag-tag fighters known as Seleka, which means alliance in the local Sango language, some of his colleagues are already saying they never intended for him to single-handedly lead the country after Bozize's ouster.

"We didn't battle to get rid of one dictator only to have another," says Nelson N'Djadder, a Paris-based rebel leader who is now threatening to fight Djotodia for leadership of a nation long plagued by coups and rebellions.

Djotodia, a 60-something longtime rebel, was once a civil servant under Bozize's predecessor and worked at the Central African Republic's consulate in Nyala, located in Sudan's South Darfur state. Recent developments come as little surprise to some observers.

"He has single-mindedly always wanted to be president of Central African Republic. He has been a tremendously ambitious man," said Alex Vines, head of the Africa program at Chatham House, a London-based institute on international affairs.

"In the end he had one vision, which was to take power and he has done that unconstitutionally now," Vines added.

Among a wide field of potential rebel leaders, he managed to position himself front and center, said Louisa Lombard, a postdoctoral fellow at the University of California, Berkeley who has been traveling to Central African Republic for the past 10 years for research.

"I think he's mostly been successful through his diplomacy and negotiating alliances with different people and getting them on his side," she said. "It's a combination of being in the right place and having the right ambitions."

Djotodia hails from the country's northeastern Vakaga area, the poorest region of one of the world's most deeply impoverished countries. Analysts say he married and had children while living in the Soviet Union, and speaks fluent Russian and French.

By 2006 he had helped form the Union of Democratic Forces for Unity, known by its French acronym UFDR. His rebels sparked alarm when they seized the capitals of two northern provinces that year.

While the UFDR at the time "claimed to be fighting for greater government investment in the neglected northeast," its leaders seemed more interested in getting well-paying jobs within Bozize's government as part of a cease-fire agreement, according to a report by the International Crisis Group.

Djotodia later fled into exile in Benin in 2006 along with his colleague Abakar Saboune, where they were ultimately arrested and thrown into prison on international arrest warrants. He was released in 2008 at the request of the Central African Republic government, according to human rights groups.

It's not exactly clear where he was or what he was doing immediately after his release in Benin but after returning home, Djotodia spearheaded a rebel alliance that made partners out of sworn enemies.

His return to Central African Republic appears to have been a key factor in sparking the Seleka rebellion in December, say analysts and observers.

In an interview with Jeune Afrique magazine published the same week Bozize was overthrown, Bozize said he suspected foreign involvement in the rebellion.

"Six months before the launching of this rebellion, I sent a delegation to meet with (Djotodia) in his home city of Gordil," Bozize recalled. "He declared that he was in favor of peace and respecting the demobilization agreements. So I was quite surprised to see him launch this regrettable venture. Was he activated by external forces? It's probable."

Djotodia is believed to have cultivated ties with Chadian rebels while working in Sudan a decade ago. Those possible ties to elements in other countries and the shaky alliance between other fighters in the Seleka coalition could prove challenging, said Berkeley analyst Lombard: "I think it's likely that we'll see some struggles for control and power in the weeks to come."

Edwards' eldest daughter speaks on father's affair

NEW YORK (AP) ? The eldest daughter of former Democratic presidential candidate John Edwards says it was difficult to watch the experience her parents went through after he revealed that he'd had an extramarital affair.

Cate Edwards spoke in an interview scheduled to be aired on NBC's Today show Friday morning and on "Rock Center with Brian Williams" that evening. She said her father told her of the affair and that she was devastated by the news, adding that it was hard to see them go through the ordeal. The 31-year-old attorney's comments were reported Wednesday on the Today website.

"I guess he and my mom decided that that was, you know, how it needed to be done. So yeah, I was devastated. And I was disappointed," she said. "I mean, these are my parents. I had grown up with a lot of love in my family. And it was hard to see them go through this."

Elizabeth Edwards died on Dec. 7, 2010 after battling cancer.

"I miss her in sort of big ways and small ways," Cate Edwards said. "You know, it's big things that go by, like my wedding. She wasn't able to be there. But we got to talk about it. And I felt incredibly lucky that I got the chance to even have that conversation with her.

"And I sort of carried out some of her vision which was great to sort of feel her presence there even though she wasn't actually there. And then there are small things. I mean, I get away with bad grammar. I never used to get away with bad grammar."

John Edwards' campaign finance fraud case ended in a mistrial last May when jurors acquitted him on one of six charges but were unable to decide whether he misused money from two wealthy donors to hide his pregnant mistress, Rielle Hunter, while he ran for president.

Cate Edwards was by her father's side during the federal trial in North Carolina.

John Edwards also has a teenage daughter, Emma Claire, and his youngest son, Jack. His son, Wade, died in a car accident in 1996.

He said after his trial that he planned to spend more time with a daughter whom he fathered with Hunter, Francis Quinn Hunter.

DNP Special 16button controller gets demoed with Katamari Damacy's creator's new game

You don't often see a video game specifically designed for a 16-button bespoke controller and for a special one-time party, but that's exactly what Keita Takahashi has done with Tenya Wanya Teens. If that name sounds familiar, it's because Takahashi is responsible for the enormously popular game franchise that is Katamari Damacy along with cult favorite Noby Noby Boy. Teens is his first foray as an independent creator under Uvula, a studio he formed with his wife Asuka Sakai, and is a result of a collaboration with event organizers Wild Rumpus and video game website Venus Patrol. As for the party in question, it's one that is being held concurrently with the 2013 Game Developers Conference in San Francisco, which is where we saw the controllers and the game in action.

As you can see above, the controller looks a lot like a modified arcade stick. A hand-made effort by programmer George Buckenham, both boxes were built in about five days for around 200£ ($302.50) each. According to Buckenham, the easiest part was assembling the electronics; it was the plywood housing that took him awhile to master. As for the game, Tenya Wanya Teens is a highly whimsical affair that is described as "a coming-of-age tale about love, hygiene, monsters and finding discarded erotic magazines in the woods." Tasks include peeing in the shower, punching monsters and taking on grizzly bears.

BracketRacket: A bookstore, a reunion and a mamba

Welcome back to BracketRacket, the one-stop shopping place for all your NCAA needs.

Today's edition includes the mad rush at Florida Gulf Coast's bookstore, a Plumlee family reunion and Nate Silver's reconfigured odds for the 16 teams left in the field. And, for your viewing pleasure, a little dance move we've called the (Gregg) Marshall Mamba.

___

BOOKSTORE RUSH

The surprising run to the Sweet 16 has made Florida Gulf Coast University a favorite bandwagon team, with fans from all over the nation jumping onboard.

On campus, it's created quite a stir, particularly at the university bookstore.

After the guys from Dunk City became the first No. 15 seed to reach the Sweet 16, the school bookstore was bombarded with hundreds people hoping to pick up FGCU gear. The bookstore website had Sweet 16 shirts available Monday morning and the line outside the store snaked around more than 100 long. Customers stood shoulder to shoulder inside ? a somewhat blurry look here: http://bit.ly/10cKHAY ? and the checkout lines took up to an hour to get through.

According to information provided by Susan Evans, FGCU's vice president and chief of staff, sales of hats and apparel for the men's team at the bookstore from March 1-25 were just under $115,000, over $100,000 more than a year ago. The women's team has gotten a nice boost in popularity as well, sales of their team's gear at over $34,000 after hitting just over $5,000 last year.

The school's websites also have seen a huge uptick in traffic during the Eagles' run.

The daily unique visitors to www.fgcu.edu barely eclipsed 50,000 even after FGCU made it into the NCAA tournament, but was over 230,000 on Monday. The athletics website, www.fgcuathletics.com, had a dramatic jump as well, climbing over 117,000 unique visitors after hovering under 10,000 before the weekend.

Oh, and the Eagles seem to have some strong support in Alaska, at least to an ESPN SportsNation poll: http://bit.ly/15SgVEP

FAMILY REUNION

Miles Plumlee spent most of his rookie season bouncing from the NBA's Indiana Pacers to the D-League's Fort Wayne Mad Ants and back.

Now he's hitting the road again ? at the wrong time for an impromptu family reunion.

His two younger brothers, Mason and Marshall, will be in town for Thursday night's NCAA Midwest Regional, playing for second-seeded Duke against No. 3 Michigan State at Lucas Oil Stadium.

"I'm excited for them, but I'm a little upset we're not playing any home games this week," Miles told AP Sports Writer Michael Marot after Tuesday's Pacers practice.

About an hour after practice, Miles left with the team headed to Houston for its first stop on a four-game road trip that runs through the rest of the regional round.

The rest of the Plumlees will likely converge on his hometown while the oldest brother is gone.

"I have no idea who's coming, but a lot of the family is coming. We still have a lot of family here," Miles said. "I'm so proud of him (Mason). He's put in a lot of work since his freshman year and now you can see how he's grown."

___

SILVER'S ODDS

Statistical guru Nate Silver has recalculated the odds for the final 16 teams in the NCAA tournament.

Why do you care what he thinks? Well, the man from the FiveThirtyEight blog had his statistics dialed in the past two presidential elections, nailing all 50 states in the most recent one while calling nearly every Senate race.

He's turned his critical eye toward the NCAA bracket and came up with new odds now that the field has pared down.

Louisville is still the favorite, its odds up to 32.4 percent from 23.8 percent. Next in line is Florida, which jumped eight points to 21.3 percent and leapfrogged Indiana, which dropped nearly eight points from 18.4.

Florida Gulf Coast has better odds of winning now that the No. 15 seed has reached the Sweet 16, but not much ? the Eagles are up to 0.02 percent after starting at 0.001.

See Silver's analysis here: http://nyti.ms/10F5Irz

WHAT DOES A GUY GOTTA DO?

Used to be that getting to the NCAA tournament was a huge goal for a basketball program.

These days, it's not always good enough.

On Monday, UCLA's Ben Howland and Minnesota's Tubby Smith were fired after leading their teams to the field of 68.

Howland had a 10-year run in Westwood, going 233-107 while making three consecutive Final Four appearances and winning four Pac-12 titles. The Bruins were the regular-season champions this season and went 25-10, but lost to Minnesota by 20 in the second round of the NCAA tournament.

Smith, who won a national championship with Kentucky in 1998, was fired Monday after the Gophers lost to Florida in the NCAA's third round. He went 124-81 in six seasons at Minnesota, helping to bring the program back to respectability after it was hit hard by an academic cheating scandal.

Now both coaches are looking for jobs.

___

STAT OF THE DAY

Ratings for the first week of the NCAA tournament were the highest in 15 years.

Turns out, you're watching online, too.

NCAA March Madness Live, managed by Turner Sports, set all-time marks by getting 36.6 million live video streams and more than 10 million hours of live video across online and mobile platforms during the opening weekend on the NCAA tournament.

The live video streams doubled from last year and the live video time is up 198 percent.

That's a lot of tablets and smartphones tuned in to the tournament.

___

QUOTE OF THE DAY

"He is an avid physical fitness freak. That's probably a reason why his back situation is what it is today. He would run 20 miles at a time. The physical condition that he is in is amazing to this day. I would've been the opposite, I would've been doing whatever I'm supposed to do other than that. In a funny way, that combination made us get along so well." ? Arizona Sean Miller on Ohio State coach Thad Matta, whom he calls one of his closest friends in coaching.

Oklahoma lawmakers pass horse slaughter bill

OKLAHOMA CITY (Reuters) - Oklahoma lawmakers approved a bill on Tuesday that will allow horses to be slaughtered in the state for human consumption in other countries.

The state Senate passed the measure in a 32-14 vote, sending it to Republican Governor Mary Fallin who is expected to sign it into law. Fallin's office did not return requests for comment.

The bill became an emotional issue, pitting the United States Humane Society and animal rights activists against livestock interests led by the Oklahoma Farm Bureau, the state's largest farm organization.

The debate in Oklahoma, where slaughtering horses for human consumption was made illegal in 1963, was characterized as a "property rights issue" by State Senator Eddie Fields, a Republican cattle rancher from Wynona who sponsored the bill.

Allowing horse slaughter will benefit horse owners throughout the state, he said.

Every year some 160,000 horses are shipped from Oklahoma to Mexican slaughterhouses, according to Skye McNiel, a Republican from Tulsa who sponsored the horse legislation in the state House.

She said the ban on horse slaughter in Oklahoma had led irresponsible owners in the state to simply abandon their animals in pastures or forests when they no longer wanted to care for them.

Having unwanted, aging horses euthanized and buried can cost from $500 to $1,000, according to McNiel.

Mike Spradling, president of the Oklahoma Farm Bureau, said the bill would not lead Oklahoma ranchers to start raising horses exclusively for slaughter because this would never be as profitable as raising cattle.

Agriculture producers nevertheless believed it was important not to let animal rights activists dictate how privately owned livestock, including horses, were handled.

"Tomorrow it could have been beef or poultry," he said. "No matter how you look at them, they're still an animal. The people who had the most pushback on this don't even own a horse."

Horse slaughter in the United States effectively ended in 2006 when Congress eliminated funding for horse meat inspections, forcing horse owners wishing to sell their animals for slaughter to ship them to Mexico or Canada.

Congress lifted the ban in 2011, but no new horse processing plants have been authorized by the U.S. Department of Agriculture. Legislation is pending in Congress to ban it once again.
