Disturbing behavior by operatives associated with the Costa Mesa police union pa...

The department divides sexual abuse in detention into four categories. Most straightforward, and most common, is rape by force or the threat of force. An estimated 69,800 inm...

ates suffered this in 2008. The second category, "nonconsensual sexual acts involving pressure", includes 36,100 inmates coerced by such means as blackmail, offers of protection and demanded payment of a jailhouse "debt". This is still rape by any reasonable standard.

An estimated 65,700 inmates, including 6,800 juveniles, had sex with staff "willingly". But it is illegal in all 50 states for corrections staff to have any sexual contact with inmates. Since staff can inflict punishments including behavioural reports that may extend the time people serve, solitary confinement, loss of even the most basic privileges such as showering and (legally or not) violence, it is often impossible for inmates to say no. Finally, the department estimates that there were 45,000 victims of "abusive sexual contacts" in 2008: unwanted touching by another inmate "of the inmate's buttocks, thigh, penis, breasts, or vagina in a sexual way". Overall, most victims were abused not by other inmates but, like Jan, by corrections staff: agents of our government, paid with our taxes, whose job it is to keep inmates safe.

At the top of line of tablets sits the Ideatab S2110. The 10-inch tablet is 8.69mm thick and weighs 580g, making it one of the thinnest and lightest tablets on the block.

Much like Microsoft?s upcoming Surface tablet, the Android slate has an optional keyboard dock that can be used for creating a PC-like experience on the device.

In addition to the keys, when the tablet is connected to the keyboard dock you also improve your battery life, giving the tablet the ability to run a whopping 20 hours before you?ll have to search for an outlet. The keyboard dock also brings an SD card reader and USB ports into the mix, allowing you to connect a thumb drive to the tablet or even an external hard drive or house.

On the optics-front the tablet also has a 5-megapixel rear-facing camera for taking pictures, and a 1.3-megapixel forward-facing camera for video chat.

The S2110 is available today for $399.

For the cost-conscious, Lenovo has the A2107 and A2109, a 7-inch and 9-inch tablet respectively. They're designed for customers who are looking to use their tablet for basic consumption such as watching videos, listening to music, or browsing social networking sites.

?The newest line of Ideatab products provides an option for everyone who wants to keep all of their favorite books, songs and movies at their fingertips, no matter where they go,? said Liu Jun, senior vice president, and president, Mobile Internet and Digital Home business.

The 9-inch version of the tablet is available today for $299. The 7-inch version will be available later this year.

Where do America's best (and worst) drivers live?

A new report ranks the drivers in America's major cities, from best to worst. Which metro cam out on top (and bottom)?

By Richard Read,?Guest blogger / August 29, 2012

This June 2012 file photo shows the Chicago skyline. Chicago's drivers rank among the safest in America, but they were beat out by drivers from three major cities in the West.

Human beings are pretty funny: put anyone behind the wheel of a car, and suddenly he's kvetching about all the idiots on the freeway. We seem certain about our own infallibility, but we can't all be stellar drivers, can we?

Indeed, we cannot. And Allstate has the data to prove it.

The insurance powerhouse has just released its eighth annual "Allstate America's Best Drivers Report", which uses claims data to rank America's 200 (technically, 193) largest cities?in terms of residents' car collision frequency. Although the data comes solely from Allstate customers, the company writes about 10% of all U.S. auto policies, which would seem to give a reasonably accurate picture for the nation as a whole.

Allstate says that Americans tend to be involved in a collision once every 10 years. Not surprisingly, the cities that scored better than that average tended to be smaller ones. Here are the top five, in reverse order:

5. Lincoln, Nebraska (12.4 years between accidents)
?4. Madison, Wisconsin (13 years between accidents)
?3. Fort Collins, Colorado (13.6 years between accidents)
?2. Boise, Idaho (13.8 years between accidents)
?1. Sioux Falls, South Dakota (13.8 years between accidents)?

Compare those stats to those of drivers in the safest big cities (i.e. those with over 1,000,000 residents), and you'll notice a steep drop-off:

5. Houston, Texas?(7.9 years between accidents)?
?4. Chicago, Illinois?(7.9 years between accidents)?
?3. San Antonio, Texas?(8.3 years between accidents)?
?2. San Diego, California?(8.8 years between accidents)?
?1. Phoenix, Arizona?(10.2 years between accidents)?

But of course, what we all want to know is: where do the worst drivers live? Allstate is too nice to tell us that in its press release, but we found it in the accompanying data:

10. Alexandria, Virginia (6.4 years between accidents)
?9. San Francisco, California?(6.4 years between accidents)
?8. Jersey City, New Jersey ?(6.4 years between accidents)
?7. Hartford, Connecticut?(6.3 years between accidents)
?6. Philadelphia, Pennsylvania?(6.2 years between accidents)
?5. Providence, Rhode Island?(6 years between accidents)
?4. Newark, New Jersey?(5.9 years between accidents)
?3. Glendale, California?(5.5 years between accidents)
?2. Baltimore, Maryland?(5.3 years between accidents)

And the worst drivers in America? No surprises here:

1. Washington, D.C.?(4.8 years between accidents)

Did your city get a fair shake?

Iran urges Nonaligned Movement role in Syria

TEHRAN, Iran (AP) ? Iran's top leader says nonaligned nations have more right than NATO or the U.S. to help find a solution to the Syria crisis.

Ayatollah Ali Khamenei did not say what the nonaligned movement should do. Iran is hosting a two-day summit of the 120-nation Nonaligned Movement in Tehran.

Iran is hoping to use the summit to counter Western efforts to isolate it over its nuclear program and also to head off foreign intervention in Syria.

Meeting with Syrian prime minister Wael Nader al-Halqi, Khamenei urged the Syrian government to continue political reforms. His remarks were posted on his website Friday. Iran is a key ally of Syrian President Bashar Assad.

On Thursday Egypt's Islamist president said in Tehran that the world should back rebels against the "oppressive" Syrian regime.

3 Daily Must-Dos to Prevent Osteoporosis Later in Life

You may feel young, vibrant, and strong now, but you don't want to be one of those women later in life whose bones are so weak that they lose three inches of height, or worse ? end fracturing a hip during a fall. Osteoporosis is no joke, and in order to prevent issues later in life, it's important to take care of bones now.

  1. Go for a run: Exercise is key to keeping bones strong; be sure to get at least 30 minutes a day. Weight-bearing workouts like going for a run, yoga, or strength training cause muscles to pull on the bones, which helps increase bone density.
  2. Cut back on cocktails and cola: Bone loss leads to osteoporosis, and drinking excessive amounts of alcohol or soda has been linked to an increased risk of the disease. Stick to one alcoholic drink a day, and limit cola intake, too.
  3. A glass of milk in the sun: Calcium is key to preventing bone loss, but vitamin D is necessary to help the body absorb the mineral. Dairy products, almonds, sardines, salmon, enriched cereals, orange juice, and dark-green veggies are great sources of calcium. Couple it with with five to 10 minutes of sun exposure three times a week, and your bones will thank you.

GLAAD gives CW network high marks for diversity

NEW YORK (AP) ? The advocacy group GLAAD has given the CW network high marks among broadcast outlets for its portrayal of gay and lesbian characters. Meanwhile, cable networks Showtime, ABC Family, TNT and HBO all were given a favorable rating by the group.

The number of gay and lesbian images on TV held steady this year. But the range of impressions continued to grow, with those representations increasingly presented in a matter-of-fact manner rather than as curiosities, GLAAD found in its annual Network Responsibility Index. But two-thirds of all gay-and-lesbian-inclusive hours showcased white people, the study found, prompting GLAAD to call for networks to recognize a broader diversity within the lesbian, gay, bisexual and transgender community.

"Americans expect to see their off-screen worlds represented onscreen, and today more than ever that includes LGBT people and families," said GLAAD president Herndon Graddick.

He pointed to the family of gay couple Mitchell and Cameron on ABC's "Modern Family" and to Emily, a teen who came out as a lesbian on ABC Family's "Pretty Little Liars."

They not only indicate "growing acceptance of our community," Graddick said, "but have found praise from viewers and critics alike at a time when visibility and acceptance of LGBT people is at an all-time high."

Conducted for the sixth year by the Gay & Lesbian Alliance Against Defamation, the study tracked original prime-time programming on 10 major cable networks as well as the five major broadcast networks.

Behind broadcast front-runner CW (with gay-and-lesbian-inclusive hours at 33 percent), ABC and Fox swapped places from last year, ranking second and third place, respectively. NBC remained in fourth place. For the fourth year in a row, CBS held last place, the study found, with only 8 percent.

Among cable networks, former top-ranked MTV was placed with FX, TLC and USA as only "adequate."

But FX saw the biggest increase over last year, with its percentage of gay-and-lesbian-inclusive hours rising from 19 percent to 34 percent, thanks to programs like "American Horror Story" and "Archer."

Among the highlights in transgender images this year, GLAAD cited Chaz Bono's appearance as a contestant on ABC's "Dancing with the Stars."

"His very candid appearance on the program taught many that transgender Americans deserve respect and acceptance," Graddick said.

Nielsen: TV viewership down from 2008 RNC

NEW YORK (AP) ? The first night of the Republican National Convention drew an estimated 22.3 million television viewers, the vast majority over age 55.

The Nielsen Company said Wednesday that the audience, spread over nine TV networks, was down from the 23.1 million who watched the first full night of the 2008 convention that nominated John McCain to run for president against eventual winner Barack Obama.

Nielsen said that just under 15 million of the people who watched on Tuesday night were age 55 and over.

Fox News Channel, with 6.9 million viewers, beat all the other networks during the 10 to 11 p.m. ET hour when they all competed.

Remarks as Prepared for Delivery by The Hon. Robert McDonnell, Chairman, Committee on Resolutions and Governor of Virginia

TAMPA, Fla. Aug. 28, 2012 /PRNewswire-USNewswire/ -- The following are remarks as prepared for delivery by the Hon. Robert McDonnell, Chairman, Committee on Resolutions and Governor of Virginia, at the 2012 Republican National Convention:

(Logo: http://photos.prnewswire.com/prnh/20111130/DC14659LOGO)

Thank you!

Are you ready to elect Mitt Romney and Paul Ryan in 70 days?

Imagine that, we'll have a president who actually knows how to create jobs, and a vice president who actually knows what state he's in.

I don't have to tell any of you: This is a tough economy.

We all have friends, family and neighbors who've lost their jobs and homes. ?Worse, they've lost their hope.

And their lost hope is why we need a big change this November.

This election is about restoring the American Dream.? The dream that led my grandfather, a poor farm boy, to leave Ireland 100 years ago and come to Ellis Island to begin his journey of freedom.

My grandfather could have never guessed that his son would fight for this nation in World War II, his great granddaughter would lead a platoon in Iraq and his grandson would grow up a middle-class kid in Fairfax County, serve in the Army, and now hold the same job as Thomas Jefferson and Patrick Henry.? What an incredible country we call home.

This nation is powered and defined by the great idea of the American Dream.? That idea says if you work hard, dream big, follow the rules and pursue opportunity, the sky is the limit.

We cannot lose that!

Unfortunately, now many Americans are hurting. ?Too many Americans are looking for work, because this president's policies simply haven't worked.

Washington today has a surplus of rhetoric, and a deficit of leadership and results.

You know the problems.

Unemployment over 8 percent for 42 straight months.

The national debt: unsustainable and immoral at $16 trillion and growing.

New business start-ups at the lowest level in 30 years.

And the EPA is now the Employment Prevention Agency!

The times call for new leadership to get this great nation out of debt and back to work.

The choice is clear: the status quo of the entitlement society, or dynamic change to an opportunity society.

We need a president who will say to a small businesswoman: Congratulations, we applaud your success, you did make that happen, you did build that!

Big government didn't build America: You built America! Small businesses don't come out of Washington, D.C. pre-made on flatbed trucks.

That coffee shop in Henrico; that florist in Virginia Beach, that bakery in Radford, they were all built by entrepreneurial Americans with big dreams, not a big-spending government with a wide-open wallet full of other people's money!

It is remarkable, 236 years into the American experiment, what the ingenuous people of this magnificent nation can do, when given the opportunity.

Every American deserves the opportunity of a limited, responsible government that performs its core functions well, and then gets the heck out of their way!

That's when good things happen.

Look at the results of Republican policies in the states.

In states with Republican governors, the average unemployment rate is a full point lower than in states with Democratic governors.

Republican governors lead seven of the ten states with the lowest unemployment rates, and 12 of the 15 states ranked best for business.

While the Obama administration borrows over $3 billion a day just to keep the lights on, Republican governors have closed $65 billion in budget shortfalls, without raising taxes.

In Virginia, over the last two years, with Republicans and Democrats working together, our unemployment rate is down over 20 percent to 5.9 percent.

We've added 151,000 net new jobs. ?We've had nearly $1.4 billion in budget surpluses and we've done it by keeping regulation and litigation to a minimum, and we haven't raised taxes!

While the president talks, Republican governors lead. ?Talk is cheap. ?Results matter.? Conservative fiscal policies are working, and so are more Americans in states with Republican governors.

Now, just think what we can do if we had a president who would support us, not obstruct us.

Someone who has created jobs in the private sector, who understands the economy and who has actually balanced a budget, or heck, for that matter, who has actually passed a budget!

We need President Mitt Romney!

When Mitt Romney and Paul Ryan get to work with Susana Martinez, Scott Walker, John Kasich, Terry Branstad and governors from both parties across this country, we will get people back to work!

Our great country can no longer afford the job-destroying policies coming out of Washington, D.C.

But we don't have to just hope for change: We can make the change this November!

We will lift up and grow the middle class.

We will celebrate job creators again.

We will restore that American Dream that brought my grandfather here from Ireland 100 years ago.

And it all starts with electing Mitt Romney and Paul Ryan this November!

Now it's my pleasure to introduce one of those hard-working job creators I was just talking about.

Bev Gray is president and CEO of Exhibit Edge, in Chantilly, Virginia.

Exhibit Edge designs, produces and manages trade show exhibits for small and large businesses and nonprofits.

Ms. Gray and her husband Mike, vice president of the company, employ 20 Virginians, and this year celebrates 20 years in business.

And here's the thing about Bev: When she talks about her business, yes, she built that!

Eyeless Australian fish have closest relatives in Madagascar

ScienceDaily (Aug. 29, 2012) ? A team of researchers from Louisiana State University and the American Museum of Natural History has discovered that two groups of blind cave fishes on opposite sides of the Indian Ocean are each other's closest relatives. Through comprehensive DNA analysis, the researchers determined that these eyeless fishes, one group from Madagascar and the other from similar subterranean habitats in Australia, descended from a common ancestor before being separated by continental drift nearly 100 million years ago. Their study, which appears in the journal PLoS ONE this week, also identifies new species that add to existing biological evidence for the existence of Gondwana, a prehistoric supercontinent that was part of Pangaea and contained all of today's southern continents.

"This is the first time that a taxonomically robust study has shown that blind cave vertebrates on either side of an ocean are each other's closest relatives," said Prosanta Chakrabarty, an assistant professor and curator of fishes at Louisiana State University's Museum of Natural Science. "This is a great example of biology informing geology. Often, that's how things work. These animals have no eyes and live in isolated freshwater caves, so it is highly unlikely they could have crossed oceans to inhabit new environments."

The cave fishes, of the genus Typhleotris in Madagascar and Milyeringa in Australia, are small -- less than 100 millimeters long -- and usually lack pigment, a substance that gives an organism its color and also provides protection from the sun's ultraviolet radiation. These characteristics, coupled with a lack of eyes and enhanced sensory capabilities, allow cave fishes to survive in complete darkness. For this reason, the fishes have very restricted distributions within isolated limestone caves. It's also why the newfound genetic relationship between the trans-oceanic groups is an exciting geological find.

"The sister-group relationship between cavefishes from Madagascar and Australia is a remarkable example of Gondwanan vicariance -- a geographical split dating back to the Late Cretaceous some 100 million years ago," said John Sparks, a curator in the Division of Vertebrate Zoology at the American Museum of Natural History. "The interesting thing about Madagascar's extant freshwater fish groups, with the exception of a single species, is that all exhibit relationship patterns that are in time with the Mesozoic breakup of Gondwana -- some are related to groups in India/Sri Lanka, and others to groups in Australia. Only a single freshwater species has its closest relative in nearby Africa."

One of the new species discovered by the researchers, which will be named in a future publication, is a novelty among cave fishes because it is fully and darkly pigmented. The analysis the researchers conducted for this fish's tree of life shows that it evolved from a pigment-free ancestor, indicating that some subterranean forms can "reverse" themselves for this character.

"It is generally thought that cave organisms are unable to evolve to live in other environments," Sparks said. "Our results, and the fact that we have recently discovered new cave fish species in both Madagascar and Australia belonging to these genera, are intriguing from another perspective: they show that caves are not so-called 'evolutionary dead ends.'"

Funding for the research expedition was provided by the Constantine S. Niarchos Expedition Fund, established by the Stavros Niarchos Foundation to support the research of museum curators around the globe. This particular expedition turned into more of an adventure than the group was planning -- in fact, one of the new species has been given a moniker that means "big sickness" in Malagasy because of the dangers the team incurred while searching for specimens in this dry, inhospitable region of Madagascar.

"Only two specimens of the new pigmented form were recovered from the first cave we searched in Madagascar, despite the fact that we spent hours in this sinkhole," said Chakrabarty. "Even the locals hadn't been inside of it before."

Because remote locales with caving opportunities exist all over the world, the researchers are eager to pursue other opportunities for discovery.

"Conducting this research really developed my love for caving," said Chakrabarty. "You don't always find something exciting. But, when you consider how isolated many of these caves are, especially in places like Madagascar, and how unaffected they have been by the passage of time, you know that the fish in there are going to tell a really good story."

Well, I probably will add more characters. Those pre-made ones are there because I was in the bio writing mood. You can make an original character or have Kristen.

I can't reply to messages right now. Does anyone know why? I think it's because I haven't made enough posts yet, but I'm not sure.

I rather like the idea of this RP, but I do have one question that I would like to get answered :>.

First of all I am most likely going to choose to make an original character instead of taking a pre-made one. Nothing against pre-made characters, it's just that they don't seem as much as my own character instead of the one who made them. My question though is in regard of the apperance(pictures) that can be used. I noticed that it's character FC (face claim) and I don't really enjoy using those, because well... I don't much enjoy doing so. Instead I was wondering if I may draw my own character out. I can make it as realistic as possible and an animated GIF if you'd prefer those.

Also, I think you need to make 10 posts to be able to.

I don't like drawn pictures. It doesn't have to be a gif. You can always try to find a random picture online that fits. Or just describe your character's appearance. I'm sorry but draws pictures irk me.

Thanks.

Well, even though I don't like to use picture off the internet, I suppose I could possibly find something close enough to what my mind would like.

Thanks for answering my question BTW, it was very much appreciated and I certainly hope to get a character submitted soon enough.
